Job Description:
Parsons is seeking a proactive and experienced HSE Manager to lead health, safety, and environmental functions for a hospitality program. The successful candidate will be responsible for managing the HSE strategy, monitoring compliance, and driving a culture of safety across all project phases, ensuring adherence to international and client HSE standards.
You will be a key member of the PMCM team, overseeing the performance of contractors and consultants in the field, conducting audits, and implementing corrective measures to support the successful and safe delivery of the project.
What You’ll Be Doing:
Develop, implement, and maintain the project-specific HSE Plan in alignment with Parsons’ corporate policies and client requirements.
Provide leadership, direction, and mentoring to the HSE team on-site, including Safety Officers, Advisors, and Inspectors.
Monitor construction activities to ensure compliance with applicable HSE laws, regulations, and standards.
Conduct regular inspections, audits, and incident investigations, and ensure timely reporting and corrective actions.
Champion proactive safety initiatives such as Toolbox Talks, safety campaigns, and behavioral safety programs.
Evaluate contractor safety performance and ensure they meet HSE KPIs and contractual obligations.
Lead incident/accident investigations, prepare detailed reports, and ensure closure of findings.
Liaise with client HSE representatives, regulatory bodies, and third-party auditors.
Deliver HSE training sessions and awareness programs to employees and contractors.
Produce weekly and monthly HSE reports, including incident statistics, observations, and performance metrics.
Drive continual improvement initiatives and foster a zero-incident culture on site.
What Required Skills You’ll Bring:
Bachelor’s degree in Environmental Science, Safety, Engineering, or a related field.
Minimum 15 years of relevant HSE experience, including at least 5 years in a managerial or lead role on large-scale infrastructure or construction projects.
NEBOSH International General Certificate (IGC) or equivalent HSE certification is mandatory.
Strong knowledge of ISO 45001 (OHSMS), ISO 14001 (EMS), and applicable international safety standards.
Proven experience with incident investigation techniques, risk assessments, and emergency response planning.
Excellent leadership, communication, and stakeholder engagement skills.
Proficiency in report writing and use of digital HSE tools and systems.
Ability to lead by example and influence teams toward a safe working culture.
What Desired Skills You’ll Bring:
Master’s degree or diploma in Occupational Health & Safety or Environmental Management is an advantage.
Membership with a recognized professional body (e.g., IOSH, IIRSM, or equivalent).
Prior experience in the GCC region and knowledge of local HSE legislation and authority requirements.
Experience in PMCM or consultancy settings with major clients.
