Our client is seeking an experienced HSE In-Country Fabrication Supervisor to oversee HSE activities during the onshore fabrication phase of the Ruya RP project. The successful candidate will act as the focal point for HSE matters at the fabrication yard, ensuring contractor compliance with project safety standards and client policies.
Reports to: HSEQ Manager
Key Responsibilities HSE Leadership & OversightChampion client HSE policies, culture, and objectives at the fabrication yard.
Serve as the primary HSE contact for all in-country fabrication activities.
Ensure contractor compliance with all HSE requirements, especially CONTRACT Exhibit L.
Maintain strong site presence with proactive safety engagement (“walk the talk” approach).
Supervision & MonitoringConduct regular site inspections and audits to ensure HSE compliance.
Lead project-specific HSE meetings, trainings, toolbox talks, and emergency drills.
Provide timely interventions and corrective actions for any identified HSE issues.
Supervise Permit-To-Work (PTW) processes and high-risk activities, including:
Hot works
Lifting and hoisting
Scaffolding
Blasting and painting
Radiography
Hydrotesting
HSE Performance & ReportingTrack and report HSE KPIs, observations, and incidents using the Synergi system.
Lead incident investigations and ensure timely closure of action items.
Maintain daily, weekly, and monthly HSE records and reports.
Participate in Job Safety Analysis (JSA) and ensure control measures are implemented.
Promote continuous improvement of HSE practices throughout the fabrication phase.
Contractor EngagementMonitor contractor’s HSE performance and execution readiness.
Review and approve contractor’s monthly HSE plans, training records, and hazard assessments (HIRA).
Facilitate contractor self-assessment (IOGP 577) and track action plan completion.
Maintain collaborative, yet firm, relationships with contractors to uphold HSE standards.
Continuous ImprovementPromote client IF+ Safety Culture and drive HSE best practices across the yard.
Lead lesson-learned sessions and ensure feedback is shared with project stakeholders.
Encourage ongoing improvements to HSE processes and site safety practices.
Key Activities and Deliverables Daily ActivitiesConduct site patrols and provide daily support to contractor’s HSE team.
Address observations raised by client personnel and ensure they are recorded.
Provide daily HSE input for CSR daily progress reports.
Participate in daily toolbox talks.
Weekly ActivitiesLead weekly site HSE meetings with contractors and ensure minutes are recorded.
Review and approve HSE mass meeting presentations and reward nominations.
Review key contractor HSE registers, such as ATR and observation cards.
Verify the adequacy of HSE communications posted on-site.
Lead weekly HSE tours with contractors and ensure follow-up reports are issued.
Update personal protective equipment (PPE) and HSE equipment inventory and raise requests for replenishment.
Monitor the implementation of the HSE calendar for both NOC and contractor personnel.
Monthly ActivitiesLead monthly HSE committee meetings with contractors and ensure minutes are issued.
Initiate monthly management site visits and issue inspection reports.
Request and review contractor monthly HSE KPI submissions.
Inspect and verify contractor PPE inventories and stock levels.
Update registers for HSE awards distributed by client.
Candidate Profile Qualifications
Diploma or Degree in Engineering, Safety, Environmental Sciences, or equivalent.
NEBOSH certification or equivalent HSE training.
ExperienceMinimum 15 years of proven HSE experience in fabrication yards, offshore construction, or large-scale oil and gas projects.
Strong knowledge of fabrication, heavy lifts, and offshore installation practices.
