HSE Coordinator

We are working with a national operator to source an HSE Coordinator. This is a long-term contract role working on a residential basis. Please see details below.

Title: HSE Coordinator
Start Date: ASAP (typically within 1 month notice)
Location: Doha Onshore (with offshore missions)
Working Schedule: 5 days a week or as per project requirements

--Experience Required--
Key Job Accountabilities
•    Capable of replacing Offshore HSE Supervisors across any offshore team to ensure continuity of HSE leadership and operational integrity.
•    Conduct regular offshore and onshore site visits in coordination with the department and OSL to monitor compliance and performance.
•    Provide daily, weekly, and monthly HSE reports based on site surveys, inspections, and performance metrics.
•    Collaborate with project teams to identify and evaluate HSE risks associated with design and execution phases.
•    Coordinate with the HSE team to ensure environmental protection measures are in place, preventing pollution and minimizing environmental impact.
•    Actively participate in ISO 14001:2005 and ISO 45001 internal audits, including certification and surveillance visits.
•    Organize and support HSE audits for contractor qualification, baseline assessments, and follow-up activities.
•    Participate in accident investigations and root cause analyses using the Causes Tree Analysis method, ensuring effective remedial actions are developed and implemented.
•    Monitor implementation of corrective actions from incidents, audits, inspections, and Synergi reports.
•    Ensure lessons learned from previous projects are integrated into current practices and communicated to relevant stakeholders.
•    Prepare and plan quarterly HSE committee meetings, ensuring compliance with company policies and standards.
•    Promote the Incident-Free safety culture program and actively participate in HSE campaigns and project workshops.
•    Ensure departments and contractors receive appropriate HSE training aligned with company policies, practices, and procedures.
•    Maintain records of completed HSE competency training for both employees and contractor workforce.
•    Support HSE team during Pre-qualification and Call for Tender (CFT) processes and participate in recruitment planning to anticipate resource needs.
•    Provide guidance to contractors on contract requirements and client standards, and support deployment of HSE plans at contractor yard locations.
•    Review and comment on contractor HSE documents via MANASA and steer contractor activities to ensure compliance with HSE objectives.
•    Provide support for hazard identification and risk assessments with contractors, ensuring robust mitigation strategies.
•    Coordinate with department leads to ensure adaptation to policy changes and secure buy-in across all organizational levels through effective communication and training.
•    Analyze HSE data and documentation to identify non-conformities and areas for improvement, ensuring continuous risk management and safety culture engagement.
•    Ensure department HSE procedures and plans comply with contractual and client requirements, and issue close-out reports upon project completion.
•    Carry out any other duties or tasks assigned by the hierarchy, demonstrating flexibility and commitment to operational excellence.

--Minimum Requirements--
Qualifications & Experience Required
•    10 to 15 years of experience in offshore and offshore construction HSE.
•    Knowledge of international safety legislation, codes of practice, etc., audit/inspection techniques, ISO 45001, ISO 14001 and other ISO standards are a plus.
•    Thorough understanding of HSE management systems and risk management processes.
•    Familiarity with safety regulations and standards, such as OSHA and local regulations
•    Previous experience in a large multinational taskforce environment.
•    Good interpersonal and communication skills.
