Summary This HR SPECIALIST (R/P/C) position, is located in the JFHQ-State Human Resources Office (HRO) and is part of the CA JFHQ J1 HRO. This Vacancy is being advertised concurrently with Technician Vacancy CA-12774535-AR-25-409, CA-12773131-AR-25-408 and CA-12773123-AR-25-410. Only one of the announced positions will be filled. Responsibilities THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the HR SPECIALIST (R/P/C), GS-0201-11, is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. Trains and provides technical assistance to lower graded specialists. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. Military Grades: E-4 through E-08 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Security Clearance: at a minimum a National Agency Check is required. Qualifications General Experience: Possess experience analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; planning and organizing work; and communicating effectively orally and in writing. HR SPECIALIST (R/P/C), GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level experience in executing personnel programs and Human Resources Information Systems and advising supervisors and managers; Experience in personnel and manpower core competencies; Experience in applying program policies, directives, publications, and training manuals. Your qualifications will be evaluated on the following competencies: Compensation Management Leadership Oral Communication Recruitment/Placement Education Substitution of Education for Specialized Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities to do the work required.
