Summary This HR SPECIALIST (R/P/C) is located in the JFHQ-State Human Resources Office (HRO) and is part of the CA JFHQ J1 HRO. This Vacancy is being advertised concurrently with Technician Vacancy CA-12773131-AR-25-408, CA-122776251-AR-25-411 and CA-12773131-AR-25-408. Only one of the announced positions will be filled. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the HR SPECIALIST (R/P/C), GS-0201-11, is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State. Trains and provides technical assistance to lower graded specialists. Interprets reviews and applies state pay setting actions such as highest previous rate rule and recruiting and retention incentives. Analyzes technician and payroll information to identify and resolve complex pay-setting errors or discrepancies. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plans for and administers the merit promotion and recruitment/placement program. Educates commanders, managers, and supervisors on a wide range of programs, regulations, and policies regarding hiring of federal employees. Responds to inquiries and provides recommendations to resolve complex interrelated HR issues regarding recruitment and placement matters from the serviced workforce and coordinates with NGB-J1-Functional as required. Performs qualification analysis of eligible applicants and adjudication of qualification appeals. Reviews and verifies determinations made by lower graded staffing specialists, processing requests for personnel actions and recruit to fill actions. Evaluates work processes, provides training, and ensures accuracy and applicability according to regulatory and statutory guidance. Recommends effective and alternative actions where needed. Responds to complex inquiries involving the recruitment process such as vacancy announcements, status of employment applications, qualification requirements, and human resource programs and educates commanders, managers, and supervisors on the various programs related to HR Staffing actions. Provides counseling to employees on entitlements, rights, and obligations. Coordinates with other HR specialties to meet organizational staffing needs to ensure that all regulatory requirements are met. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Participation in direct deposit is mandatory. Qualifications HR SPECIALIST (R/P/C), GS-0201-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in executing personnel programs and Human Resources Information Systems and advising supervisors and managers; Experience in personnel and manpower core competencies; Experience in applying program policies, directives, publications, and training manuals.
