HR Program Manager

**Position Summary:**
The HR Program Manager leads the design, delivery, and ongoing optimization of HR programs, translating associate-focused business priorities into centralized, scalable solutions. Working closely with HR and business stakeholders, this role drives program adoption and ensures programs deliver value while meeting the needs of both the business and associates.
An initial priority of the role will be to lead the evaluation and enhancement of existing HR programs, partnering with stakeholders to understand needs and align on program intent, strengthen design, and improve execution. This work will enhance overall program effectiveness, consistency, and adoption while establishing a strong foundation for ongoing optimization over time.
**Major Responsibilities:**
**Program Leadership & Delivery**
• Lead the end-to-end design and delivery of HR programs, in alignment with business needs and HR PMO practices
• Develop clear program charters, timelines, milestones, success metrics, and governance structures
• Manage interdependencies across programs, projects and stakeholders
• Identify risks, issues, and constraints and proactively develop mitigation plans
• Lead program delivery activities, including readiness, sequencing and communications to ensure consistent implementation, and gather feedback to aid in ongoing continuous improvement
**Stakeholder Partnership**
• Build and maintain strong partnerships with HR and business stakeholders through consistent communication and proactive engagement
• Leverage stakeholder expertise and feedback to inform program design and ensure solutions are viable and scalable
• Create thoughtful, data-driven solutions to enable efficient and effective decision making.
**Governance, Reporting & Continuous Improvement**
• Establish and maintain program governance, cadence, and reporting mechanisms
• Track progress against milestones, outcomes, and KPIs and provide ongoing status updates and insights to senior stakeholders
• Document lessons learned and lead the continuous improvement of HR program delivery

**Required Qualifications:**
• Bachelor’s degree in Human Resources, Business, or a related field
• 4+ years of experience in program management, HR program delivery, or a related role
• Demonstrated experience managing cross-functional initiatives in a complex organization
• Strong project management skills including planning, prioritization, critical thinking and execution
• Ability to influence without authority
• Comfort navigating ambiguity and competing priorities
• Excellent communication and stakeholder management skills
• Regular, predictable, full attendance is an essential function of the job.
• Successful candidate must complete Penske employment application, submit to a background investigation (past employment, education, and criminal history), and complete a drug screening.
**Preferred Qualifications:**
• PMP or other program management certification a plus
• Experience working within an HR function or on HR transformation initiatives
• Familiarity with change management principles and workforce programs
• Experience operating in a matrixed, global, or highly distributed environment
