Job Specification The Director of Human Resources oversees the daily operations of the Human Resources Office and serves as the college’s senior HR advisor. This position is responsible for managing the full employee lifecycle – from recruitment through retirement- ensuring compliance with federal and state regulations, advising administration on workforce strategy, and aligning human resources practices with institutional mission, goals, and budget. Job Duties and Other Information + Manage the daily operations of HR office, including supervising staff and ensuring the delivery of effective services. + Oversee the departmental budget and implementation and maintenance of HR systems and technologies. + Oversee the process for bi-weekly payroll and review payroll reports collaboratively with HR/Finance and monitor reconciliation of benefit deductions. + Lead recruitment efforts by supporting hiring supervisors throughout the selection process, advertising job vacancies, coordinating interviews, conducting background checks, and managing onboarding to ensure a smooth transition for new employees. + Collaboratively work with leadership to document succession plans, anticipate staffing needs, and develop strategies to address the college’s priorities. + Serve as an internal advisor to supervisors and employees on employee relations matters, providing support for performance appraisals, improvement plans, and disciplinary procedures. + Oversees the performance evaluation process and coordinates employee engagement and recognition activities. + Manage the institution’s compensation practices, including tuition reimbursement, annual pay increase, and updates to employment agreements. + Coordinates open enrollment for employee benefits, oversees leave administration such as FMLA and Workers’ Compensation and processes unemployment claims in collaboration with state agencies. + Ensure compliance with federal and state employment laws, including ADA, FLSA, FMLA, Title VII, and others. + Monitor changes in regulations, maintaining up-to-date personnel policies, and ensuring accurate and secure employee recordkeeping. + Manage the creating and submission of reporting for IPEDS, BOREMPSAL, and any other state or federal reporting required. + Serve as the institution’s lead for Title IX compliance as Deputy Title IX Coordinator for Employees, coordinating investigations, responses, and resolutions of sexual harassment and misconduct complaints involving employees. + Ensures institutional adherence to training and reporting requirements under federal and state law. + Assess the professional development needs of employees and coordinate training opportunities that align with institutional goals. + Schedule and promote workshops and learning experiences to support faculty and staff growth. + Direct the implementation of LCTCS HR policies and procedures. + Represent the College at Civil Service hearings, commission hearings, unemployment hearings, and other court hearings. + Consult with legal counsel to address issues that may involve complicated legal ramifications. May work directly with the legal counsel in representing the College in employment matters. + Custodian of personnel records and directs the physical maintenance of all personnel records and actions. Response to Public Information requests. + Act as the designated Appointing Authority for classified employment and perform duties of designated Appointing Authority, i.e. disciplinary actions, leave authorization, organizational management, etc. + Reviews new or updated job descriptions/titles and manages position control for college. + Prepare periodic reports such as EEO Report, federal reports, new hire, termination, promotion, transfer, and turnover. + Prepare ad hoc reports as requested by management. + Serve as approver security for Banner HR module. + Review position management annually or as needed with the Vice Chancellor of External Affairs / Chief of Staff and appropriate Finance personnel in preparation of the fiscal year budget and position roll in Banner as it pertains to the personnel section. + Attend professional meetings and actively participate in professional organizations in the area of human resources, including membership. + Serve on various committees assigned. + Demonstrate professionalism and provide quality customer service in accordance with the College’s values; maintain positive working relationships and make decisions and solve problems; maintain confidentiality; positive communication, accurate records, and an organized, safe working environment; exhibit flexibility, willingness to learn, ability to change, and maintain current technology skills.
