HIM Release of Information Technician - HIM Operations - Full Time - Days

POSITION SUMMARY
The HIM ROI Technician (Onsite) is responsible for final preparation of requested Protected Health Information (PHI) per Federal/State laws and regulations. Including completion of verbal and written ROI correspondence, prepayment authorization, invoicing, revenue collection, and payment reconciliation for ROI services. Prepares and produces copies of PHI/medical records for release of information to healthcare facilities, physician, attorneys, third party payers, insurance companies, law enforcement, patients, and their authorized representatives by retrieving from multiple electronic systems and producing records electronically or paper format. Demonstrated ability to maintain a high level of confidentiality regarding patient information. Strong organizational interpersonal skills: attention to detail and the ability to multitask. Provides tier 2 end-user escalated support for the MyChart application.

 

ACCOUNTABILITIES
*All duties listed below are essential unless noted otherwise*

1. Provide Tier 2 support of MyChart issues reported by the patient community; Perform technical support duties for MyChart to include providing timely service to customers such as resetting passwords, establishing accounts, communicating status of requests, and demonstrating a call closure rate.

2. Supports the remote team by completing the output of ROI requests including but not limited to CDs, USBs, paper, electronic submission etc. once payment is received. 

3. Serves as the medical record custodian designee, by certifying medical records as a public notary as requested. May need to fulfill the role of custodian of records to include attending depositions, hearings, and/or trials. 

4. Logs requests, request status and information released into the electronic Release of Information system and as necessary, any other secondary systems. 

5. Ensures charging and posting of correct amounts for payable copies; reconciles receipts and invoices. Follows-up on aged/outstanding invoices with customers, including outside vendors, individuals, insurance companies, corporations, attorneys, subpoena services and federal and state institutions.

6. Performs quality checks on records before printing/copying the medical record, prior to release of health information. Contacts appropriate department to have any quality issues reviewed prior to completing the request. 

7. Determines validity of authorization and/or type of request; and verifies patient requests, or identity authorized entities (i.e., subpoena, subpoena duces tecum, power of attorney, deposition, affidavits, documentation from insurance companies, workers compensation, requests from patients, doctors, and other healthcare entities). 

8. Meets compliance requirements by complying with all federal, state, and local law, rules, and regulations, as well as policies and procedures for the release of health information by applying understanding of such law and using judgment as to how to best respond to a specific request based on the authorization provided for the release of PHI. 

9. Access various resources within ProMedica to locate health record information which may be found in secondary records, unfiled material, computerized data and dictated but not transcribed documentation in order to obtain time loss information, diagnosis, treatment, physical limitations, or other required information requested by attorneys, insurance companies, outside providers and others. 

10. Accurately and proficiently analyze and interpret the health information to assure appropriate disclosure of health information to attorneys, insurance companies, outside providers of health care and others, as directed by the patient or as compelled by law or regulations. 

11. Performs all other duties as assigned.
