Summary Applies engineering principles in the overall lifecycle management of special purpose system (SPS) technologies for the facility and surrounding CBOCs. SPS technologies include but are not limited to: Fire Alarm Systems, Patient Elopement Systems, Security Camera Systems, Staff Communication Systems, Physical Access Security Systems, Guest Wi-Fi. SPS technologies are very complex in nature with many of them having life safety implications. Responsibilities Major duties and responsibilities include: Knowledgeable of mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment. Knowledgeable of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering. Maintains knowledge of the state of the art in SPS technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of SPS technology lifecycle management including technical skills. Knowledgeable of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards. Implements and plans for new and emerging technologies including but not limited to network management, storage, and virtual data centers. Completes both routine and complex assignments involved identifying and troubleshooting issues related to VLAN configuration, IP addressing, sub-netting, Access Control List (ACL) and network security. Utilizes advanced network test equipment and software including but not limited to tracers, wireless spectrum analyzers, network traffic monitors, command prompt, physical and virtual server software. Manages, troubleshoots and maintains complete systems of computerized networks, databases and servers in support of SPS information systems for which Device Isolation Architecture (DIA) would apply. Skilled in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures. Designs, implements and manages network incident response due to infection, loss of service or regional and local policy changes according to VA guidelines. Ensures proper security configuration for assigned devices and networks. Regularly reviews and installs available approved software updates and virus definitions for applicable networked SPS devices. Functions as a Contracting Officer Representative (COR) and keeps appropriate certification levels. Other duties as assigned. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Foreign Education: To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined in paragraph 3.b. of this appendix. Healthcare Engineer, GS-12 Experience. One year of experience equivalent to the next lower grade. AND Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
