Duties Description Assist with Program Development to include: meeting with internal and external stakeholders to assist in gathering information and recommendations; contribute to the development of policy, protocol, regulations and tools in support of program implementation and evaluation; assist in staffing the work of the Transplant Council and the Living Donor Support Program Advisory Committee.Assist with Program Implementation to include: participating in interviews of applicants to work in the program and training of new staff when requested; assisting in the development of an applications and reimbursement requests; contributing to the development of website content and working with Program Manager and others to get it launched; implementing program policies and protocols including review of applications and working with applicants and transplant centers to assure required materials, documentation, etc. are provided, authorizing reimbursements, maintaining required documentation and entering required data to review, and evaluating and processing applications. Assist with Program Evaluation and Performance Improvement including: assisting with the identification, collection and entry of program data elements; assisting with monitoring compliance to protocols and assisting with identifying opportunities for improvement and implementing improvement plans; andAssisting with Education and Promotion including: contributing to the development of educational materials and acting as a program ambassador and liaison with internal and external stakeholders.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18, OR a current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.Non-Competitive Candidates via HELPS Program:Health Program Administrator Trainee 1: A bachelor's or higher degree.Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Health Program Administrator: A bachelor's degree and two years of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness.Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Preferred Qualifications: 1. Knowledge of and minimum 2 years' experience working in a health care related position, preferably in the donation and transplant field;2.Experience in contributing to development & establishment of rules and regulation;3. Experience in contributing to program policy, procedure, protocols and tool development;4. Experience with entry, maintenence, tracking and analysis of program data;5. Experience in processing applications for services;6. Experience in initiating, tracking and facilitating applicant reimbursement;7. Experience in contract management;8. Ability to/Experience in working with groups, capturing and distilling discussions into notes/documents reflecting discussions, recommendations, decisions;9. Strong interpersonal, written, and verbal skills and the ability to create and maintain supportive working relationships with others within and outside the Department; and10. Strong organizational skills and the ability to adapt to changing priorities and timeframes.
Additional Comments The Health Program Administrator title is part of the NY HELPS program. For the duration of the HELPS Program, this title may be filled via permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the titles for which they apply. At the close of the HELPS program, employees hired under the HELPS Program will have their non-competitive employment status converted to competitive status. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.Depending on how the candidates qualifies, the positions could be filled as competitive or non-competitive.This position is part of the NYS HELPS program. No examination is required.
