Role Purpose
The HSSE Officer is responsible for the hands-on coordination and execution of all Health, Safety, Security, and Environment (HSSE) activities at client sites in Belgium. The core mission of this role is to ensure that our employees and contractors return home safe and healthy at the end of each day, our operations minimize their environmental impact, and we foster a proactive "zero accidents" culture.
This is an operational, site-based position focused on day-to-day HSSE management. The role holder will be a highly visible presence on campus, providing practical support and ensuring that all activities comply with JLL, client, and local Belgian regulatory requirements.
This position reports to the JLL Senior Director, Global & EMEA HSSE and will work closely with the Account Workplace Management Sub-Regional Leads, with regular reporting on HSSE performance. Other key stakeholders include Engineering, Quality & Compliance, Finance & HR team leads. Travel within Belgium will be expected, expected to be 20% of working time.
What this job involves
On-Site Operations & Risk Management
Conduct regular risk assessments and workplace hazard analyses for all services and work areas.
Develop, review, and manage Work Instructions (SWI) adapted to the client's operations and facilities.
Supervise and audit the implementation of high-risk work permits (e.g., energy isolation, confined spaces, work at height), ensuring all procedures and controls are strictly followed.
Perform regular site inspections to identify and address HSSE concerns, supporting site teams to drive continuous improvement.
Manage the delivery, control, and correct use of Personal Protective Equipment (PPE).
Support contractor safety compliance through direct monitoring, pre-qualification checks, and performance reviews.
Incident Management & Reporting
Lead incident and accident investigations, performing root cause analysis and developing clear, actionable corrective action plans.
Manage all incident and accident reporting on corporate platforms, ensuring timely, complete, and accurate records.
Act as the primary on-site point of contact for any HSSE-related incidents, escalations, or critical situations.
Track corrective actions through to completion and report on progress to management.
Training & Culture Development
Design and deliver continuous HSSE training and communications to all on-site personnel, covering occupational risks, emergency procedures, and safe work practices.
Actively promote a strong safety culture through direct engagement with teams, leadership support, and proactive safety campaigns.
Support the local implementation of key JLL and client HSSE programs focused on Culture Development, Health & Wellbeing, and High-Risk Work Management.
Liaise with client and JLL operational teams to ensure HSSE requirements are integrated into all facilities management activities.
Our ideal candidate will have:
3-5 years of experience in an operational EHS or HSSE role.
Experience in Life Sciences manufacturing, GxP regulated environments, laboratories, or similar highly regulated industries.
A degree or recognized professional qualification in occupational safety and health, safety engineering, or a related subject (e.g., Prevention Advisor Level 1 or 2 in Belgium).
In-depth, practical knowledge of Belgian health and safety legislation and environmental regulations.
Demonstrable experience with high-risk work management, including work permits, LOTO, working at height, and confined spaces.
Experience in leading incident investigations and performing root cause analysis.
Experience with environmental, health, and safety management systems like ISO 45001 and ISO 14001.
Fluent in English, with professional proficiency in Dutch (Flemish).

Strong interpersonal and communication skills, with the ability to build effective working relations with colleagues, client teams, and contractors.
Excellent analytical and problem-solving abilities, with a keen eye for detail.
Ability to work autonomously on-site while also collaborating effectively with wider account and client teams.
Proficient with Microsoft Office (Excel, Word, PowerPoint) and familiar with incident reporting software.
