ABOUT THE CLIENT

Our client is an international engineering and infrastructure consultancy operating in Romania, part of a global group active across multiple markets and technical disciplines.

 

THE ROLE

The Head of Transport Design leads a 35-person department across three streams — Roads, Rail, and Structures — each managed by a dedicated Coordinator. The role holds accountability for project delivery, team performance, and departmental financial results against an annual revenue target of €15M–20M. While bids are managed at the organisational level, this person owns what comes after: ensuring every project is delivered on time, to standard, and within budget.

 

KEY RESPONSIBILITIES

Lead the department through 3 Coordinators; manage workload planning, resource allocation, and priorities across all three streams Own departmental financial performance: monitor project budgets, forecasts, and profitability; oversee payment approvals and budget reviews Ensure technical quality of all project outputs; validate deliverables at key milestones and provide direction to senior engineers Maintain direct working relationships with key public clients (CNAIR, CFR); manage expectations throughout project execution Support bid preparation with technical and financial input in coordination with the Transport Director Recruit, develop, and retain department staff; manage performance and support career development

 

REQUIREMENTS

Civil Engineering degree; specialisation in transport infrastructure preferred 12–15+ years in transport infrastructure design, primary focus on roads; rail exposure is an advantage Proven experience managing engineering teams of 10+ people Strong financial literacy: budget management, forecasting, and revenue tracking Familiarity with FIDIC standards and Romanian public procurement frameworks Romanian — native or fluent (mandatory for client communication with CNAIR and CFR) English — advanced, written and spoken; required for Group-level reporting and documentation Proficiency in relevant design software and Microsoft Office

 

COMPENSATION & BENEFITS
