Purpose of the job
Developing, implementing and overseeing the purchasing strategy and associated framework, management system, policies and procedures that align with achieving the company business strategy.
Duties and responsibilities
Build expertise on new domains of growth and innovation and contribute to company transformation program. Design and perform internal control on processes, activities and on accuracy of financial implications of them for the purchasing activities. Develop and sustain subject matter expertise regarding acceptable contractual terms, applicable regulatory compliance requirements, Service Level Agreements and supplier relationship measurements. Ensure proper integration of Buy In procurement joint venture guidelines within OEG sourcing process and governance. Establish and maintain highly effective relationships with all levels of the internal organization and with relevant external suppliers. Support permanently the continuous change management for adapting purchasing processes and procedures to FT group and OEG strategic development directions. Provide overall leadership to the purchasing team and ensure that procurement policies and procedures are followed. Lead a sourcing organization and/or activities related to a portfolio of global category(ies) and/or commodity(ies) within a sourcing domain. Ensure vendor and sourcing projects consolidation, perform synergies with the objective of achieving additional savings. Deal with top vendors representatives in the country or region through managing business partnership relations with them aiming to achieve volume discounts, bundle agreements and trade-in options realizing the best deals for Orange. Act as advisor for different departments in the organization in tax treatments, logistics options, major related legal concepts related to purchasing. Support the organization in realizing the best P&L through controlling the CAPEX cost, reducing the operational cost while maintaining the best network quality. Develop and promote suppliers and competitors’ market intelligence, analysis and specific sourcing expertise and know-how and formalize intellectual capital. Innovate pricing model and strategies and negotiate techniques within technical procurement area to achieve best deliverables. Set Purchasing Committee governance, align Purchasing Committee with TDC, TTM governance. Establish purchasing policy and procedures and define and review purchasing policy and procedures, in close collaboration with internal and external stakeholders, GSSC and Buyin. Define yearly sourcing roadmap, propose to OEG officers validation and present it to GSSC and Buyin.People management
Provide coaching and request needed training for direct reports ensuring continuous individual development. Ensure a healthy working environment for the department employees through focusing on team building and motivation initiatives. Conduct regular performance and competency evaluations for direct reports while delivering constant constructive feedback for higher achievements and further development. Hold regular meetings with the team members in order to strengthen their communications and ensure that same objectives are shared among all of them.Job specification
Education
Bachelor degree in Business Administration, Engineering or Economics. MBA or certificates in the field of Operation and Supply Chain is an asset.Experience
Minimum 10 years of experience in the same field, preferably telecom industry.Skills and abilities
