Head of Policy & Public Affairs China

Position Summary

The Head of Policy & Public Affairs, China (“Head of PPA”), is a member of the Global Policy & Public Affairs team under Pfizer’ Corporate Affairs division. The Head of PPA is responsible for leading Pfizer’s engagement with Chinese government authorities at all levels to advance the company’s strategic public policy objectives and networks. This includes leading the development of a robust policy advocacy strategy and serving as the senior representative from Pfizer to facilitate engagement with Chinese Government and other relevant policy stakeholders. The role also involves building and maintaining effective relationships with key internal stakeholders to ensure strategies are aligned with the company’s  business objectives. The Head of PPA reports to the Senior Vice President for Global Policy & Public Affairs (headquartered in New York) and serves on that global Leadership Team, as well as the China President’s Leadership Team.  This role coordinates Corporate Affairs functions in China, and represents Corporate Affairs to Pfizer’s business units and other supporting functions, helping to ensure an aligned Pfizer approach to address Corporate Affairs-related challenges.  


Responsibilities

Policy and Public Affairs
•    Serve as overall lead for Pfizer China’s policy and government affairs efforts.
•    Lead the development and implementation of Pfizer’s government affairs strategy in support of PBG’s business objectives.
•    Serve as primary senior face representing Pfizer to senior Chinese Government officials and other top policy KOLs in China.
•    Enhance Pfizer’s profile and reputation among government stakeholders through effective stakeholder engagement and network management.
•    Advocate for a favorable policy environment for patients and the pharmaceutical industry.
•    Serve as primary liaison to AmCham China, PhRMA, USCBC China Office, and leverage networks with these and other such chambers/associations to advance advocacy efforts.
•    Identify emerging policy and legislative trends relevant to healthcare and the pharmaceutical industry.  Analyze the implications of these trends and provide recommendations to relevant Pfizer China and Global leaders. 
•    Build and maintain strong cross-functional relationships, including with global/regional policy teams (Market Access, Regulatory, etc.) to coordinate seamless, unified Pfizer representation to Chinese Government and ensure aligned Pfizer policy positions and strategy for engagement with Chinese authorities.

Qualifications

•    Holds a bachelor’s degree (or above) in health, politics, public administration, law, economics, or a related field. 
•    Has a minimum of 15 years’ experience in policy and public affairs in China, including in politics, public administration and/or corporate affairs.  Vaccines and oncology expertise a plus.
•    Experience working for the government, regulatory agency, consultancy, or large commercial operation in a senior capacity. 
•    Maintains  an extensive and contemporary political/policy network with a proven ability to establish and maintain effective partnerships.
•    Understands the administrative procedures, guidelines and working models of government. 
•    Demonstrates a solid understanding of the healthcare environment in China and a demonstrated ability to advance policy issues related to drug pricing, intellectual property, health systems, industry policy, healthcare financing and/or regulatory reform.
•    Is a strategic thinker, with an ability to apply global insights to local challenges/opportunities. 
•    Demonstrates an ability to work cross-functionally and cross-culturally to deliver results quickly in an environment of volatility, uncertainty, complexity, and ambiguity.
•    Demonstrates an ability to lead by example, upholding Pfizer’s core values and behaviors: courage, equity, excellence, and joy. 
•    Has excellent written and oral communication skills and is fluent in Mandarin and English.
