Your impact:
Jacobs has a fantastic opportunity for a motivated Head of IT Services and Asset Management. This role is responsible for overseeing the strategic direction, management, and execution of IT services and asset management initiatives. This role encompasses a wide range of functions, including procurement, vendor management, financial management, human resources, governance, demand management, and asset management. The IT Services and Asset Management role ensures that IT resources are aligned with business objectives and that the organization leverages technology to drive innovation and efficiency.

This position can be aligned to a Jacobs office based in the US but Dallas, Texas is the preferred location.
Key Responsibilities:
1. IT Services:
* Procurement and Vendor Management:
o Reset contracts and introduce Quarterly Business Reviews (QBRs) to ensure maximum commercial value and quality services.
o Manage key vendors.
o Build and operate a user-pays model in partnership with finance to demonstrate the cost to the business and creating transparency on how costs are built and identify cost-saving levers. This model requires the operational output from HAM/SAM which is linked to Procurement and Vendor Management.
* Technology Roadmaps:
o Key stakeholder in the development, execution and management of the business technology roadmaps to ensure the IT ecosystem is fit for purpose and supports business needs.
o Align technology investments with the overall IT budget, which looks out five years.
2. Asset Management:
* Hardware and Software Asset Management (HAM and SAM):
o Oversee the management of IT HAM/SAM.
o Ensure accurate inventory tracking and compliance with licensing agreements.
o Implement asset management policies and procedures to optimize asset utilization and reduce costs.
o Integrate HAM/SAM into user pays model and procurement
3. Human Resources (HR):
* Capability Plan:
o Build and operationalize the capability plan to enhance the skills and capabilities of the IT team.
o Foster a positive and inclusive work environment that promotes collaboration and innovation.
4. Governance, Risk and Compliance (GRC):
• Establish and manage IT governance frameworks aligned with industry standards (e.g., COBIT, NIST, ISO 27001)
• Perform IT risk assessments to identify vulnerabilities, threats, and control deficiencies across infrastructure and applications
• Ensure compliance with regulatory requirements (e.g., GDPR, HIPAA, SOX) and internal IT policies
• Support IT audits by coordinating evidence collection and managing remediation plans
• Develop and maintain IT policies, procedures, and control documentation
• Collaborate with InfoSec, DevOps, and IT operations to integrate risk and compliance into technical workflows
• Conduct user awareness training on IT security, acceptable use, and compliance obligations
• Track and report on IT risk metrics, audit outcomes, and compliance status to senior stakeholders
• Drive continuous improvement initiatives across IT risk management and GRC tooling
* Project Execution:
o Oversee project execution using Agile and Waterfall methodologies, including Communities of Practice (CoP).
o Manage IT data governance and the Configuration Management Database (CMDB).
o Own the IT dashboard, providing a helicopter view of the IT function for all stakeholders.
5. Demand Management:
* Process Implementation:
o Reset and implement the demand management process to ensure it has the right representation, is intuitive, and is fit for purpose. Represents all projects - waterfall and agile, include BAU.
o Ensure as part of Demand Management workforce/capacity planning is operational
o Run the Demand Intake process including the operations board on prioritization
o Ensure all parts of IT interact with the CMDB, (which is still to be built) through demand management.
Key Deliverables:
* Successful reset of procurement contracts and effective vendor management. Moving from tactical to strategic.
* Development and management of technology roadmaps aligned with the IT budget, including the successful implementation of user pays model demonstrating transparency and the linking of critical areas to enable the model.
* Development of an asset reference plan with key IT functions and finance that outlines how the asset will be maintained and forecasted costs to enable.
* Efficient management of IT assets, ensuring optimal utilization and cost efficiency.
* Implementation of the capability plan to enhance IT team skills and capabilities.
* Effective project execution and governance, including IT data governance and CMDB management.
* Intuitive and fit-for-purpose demand management process.

* Bachelor’s degree in Information Technology, Business Administration, or a related field.
* Extensive experience in IT management, including asset management, procurement, finance, and HR.

* Proven ability to develop and execute strategic plans.
* Experience with IT governance and risk management frameworks.
Ideally you will also have:
* Advanced degree in Information Technology or Business Administration.
