Head of Compliance
Job Description: Job holder to act as the Head of Compliance (PCF-12) for Hewlett-Packard International Bank ("HPIB").
HPIB is a wholly owned subsidiary of Hewlett Packard Enterprise and forms part of the Hewlett Packard Enterprise Financial Services (HPEFS) business unit. It is regulated by the Central Bank of Ireland (“CBI”) as a credit institution.
Ensure HPIB complies with all regulatory requirements in an appropriate manner, consistent with the following responsibilities:
HPIB External Compliance
Manage the compliance function within HPIB and a team of compliance professionals (including potential “dotted line” reporting relationships), with responsibility for organizational allocation of duties and responsibilities, talent management and succession planningManage the Head of AML to ensure compliance with Anti-Money Laundering PolicyMaintain Compliance Framework, policies and proceduresDevelop and implement a Compliance Plan which will be approved by the Board of HPIB at least annuallyMonitor HPIB adherence to compliance requirements, policies and processes using a risk-based approach to reviews and testingMonitor and identify regulatory changes from the European Banking Authority, CBI, Bank of International Settlements, European Commission and other applicable regulatory bodies to determine applicability and, if necessary, implementation, to satisfy obligationsWork closely with Legal, Risk and other critical functions and constituencies to identify any compliance and regulatory gaps, needs and requirementsDevelop, project manage and implement within specified timelines, necessary action plans, policies and processes across HPIB business as required to address any gaps and ensure ongoing and consistent compliance with all applicable regulatory requirements and needsPresent Compliance update, progress against compliance plan, status of implementation of regulatory requirements & results of compliance testing quarterly to the HPIB Board’s Audit & Compliance Committee on a quarterly basisDevelop and manage relationship with the CBI on a regular, informed and proactive basisDevelop and manage relationships with auditors on a regular and informed basisHPIB Governance
Ensure adherence to corporate governance requirements for HPIB including, without limitation, preparation of resolutions, and any Central Bank applicationsChair/attend the HPIB Compliance Committee and report to the Audit and Compliance Committee on a regular basisSupport various corporate compliance programs, including anti-money laundering, trade, privacy, Standards of Business Conduct etc.Inform, educate and train personnel on relevant new requirements, standards and policiesMaintain HPIB Policies list, ensuring policies are reviewed regularlyMaintain compliance universe and other critical toolsReport results of Compliance testing to senior management on a quarterly basisHPEFS WW Alignment
Maintain close linkage with broader HPEFS WW Compliance FunctionServe as an active, engaged and recognized leader within broader HPEFS WW compliance communityLead, contribute to, collaborate, integrate, and align, to the greatest extent possible, with the broader HPEFS WW Compliance Team and associated HPEFS Compliance Framework, initiatives and strategiesShare and drive HPIB Compliance best practices and processes across broader WW HPEFS Compliance Function wherever possibleLeverage broader HPEFS WW Compliance team, processes and tools to the extent possibleIdentify, and as possible implement and drive, opportunities to develop, improve and enhance the efficiency and effectiveness of HPIB compliance function and broader HPEFS WW compliance team and functionRequired Qualifications: Third level qualification and /or professional qualification (Diploma in Compliance)
Required Experience:
Minimum of 10 years’ experience in providing legal, compliance, risk management or similar services in a financial service organization (Experience with captive financing business a plus but not required)Strong leadership skills, experience in managing a team of compliance professionalsDemonstrated understanding of banking regulatory environment and associated governance requirements as well as knowledge of prudential requirements for Credit institutionsProven experience in advising on regulatory compliance and interacting with regulatory bodiesExperience in completing/overseeing compliance reviews, monitoring activities, policies, processes etc.Excellent written and communication skills including experience in providing compliance presentations and training to Board, management and staffAnalytical mind and attention to detailAbility to work to tight deadlines and in accordance with defined compliance plansAbility to innovate and drive use of efficient and effective tools and processes wherever possibleInternational experience a plusPCF approved an advantageAdditional Skills:
