We are working with a Major Oil & Gas operator to source for Head of Commissioning to work with major Offshore Oil & Gas Redevelopment Project. This is a long-term contract role working on a residential basis with 5-days per week / 8 hours per day schedule. Please see details below:
Title: Head of Commissioning
Start Date: Negotiable (typically within 1 month notice)
Duration: 3 years (renewable)
Location: Doha Onshore (Office base)
Working Schedule: 5-days per week / 8 hours per day
Primary Duties and Responsibilities: Focal point, responsible, accountable for the day-to-day functioning of the Commissioning engineering, pre-commissioning, and commissioning of the Major Offshore Redevelopment Project to ensure that the project is commissioned and tested in accordance with approved Scope of Work, approved drawings, engineering design and safety, environment and Company standards & specifications. Act as an interface between EPIC contractor and asset holder representative to Manager all aspects of commissioning from engineering till hand-over. Provide guidance to commissioning staff and Contractor to ensure that all commissioning activities from pre-FEED till handover are executed in accordance with approved method statements complying with project schedule, quality and HSE requirements. The position has overall responsibility and accountability to ensure that multi-discipline commissioning of the MM Redevelopment project is executed in accordance with project scope of work, Qatar National Standards and Company standards and specification. Participate in all phases of the project from pre-bid till hand-over to asset holder. Manage and guide the contractor during engineering, review, comment and approve contractor deliverables in PDMS. Attend engineering workshops such as Constructability review, SIMOPS, Schedule Risk Analysis, 3D Model Reviews, HAZOP and provide inputs to ensure that these workshops are complying to Company requirements. Ensure Contractor execute the mechanical completion, pre-commissioning, commissioning start-up, hand-over are in accordance with Company requirements. Responsible and accountable for commissioning execution from start till end that includes Commissioning Engineering, Preparation, Detail Engineering, Mechanical Completion, Commissioning and Hand-over. Monitor, control and report Contractor’s performance, manpower deployment, plant and equipment’s movements, construction slippages etc. Act as Risk Management representative to identify Commissioning Risk events, the effects & consequences, propose mitigation measures and take ownership to ensure mitigation measures have been implemented at site. Liaise with commissioning heads in operations (OV) through all phases of the project for all commissioning related matters including inputs during the detailed engineering and procurement stages. Coordinate mobilisation and demobilisation of contractors, sub-contractors and vendors to offshore sites following the contract award. Interact and interface with other contractors, projects, departments regularly to identify and resolve all construction related matters especially liaison with Production and Maintenance departments. Participate weekly and monthly HSE walkthrough and monthly HSE audits. Efficiently manage a team of commissioning and logistics staff, develop capabilities and train Qatari nationals.
Qualification:
B.Sc. in Mechanical Engineering discipline from a recognized University (or) Petroleum Engineering discipline or equivalent plus relevant courses in Safety, Quality Control and Construction.
Experience required: Candidate should have a minimum of 15 years overall experience in logistics management and commissioning execution of multi-discipline offshore projects. Candidate must have robust experience in FEED and EPIC projects with strong capability to review/approve contractor deliverables. Computer literate. Good communication and interpersonal skills. Excellent command of English Language (oral and written) Excellent knowledge of industry engineering standards, quality control, safety and environmental awareness. Excellent ability to interpret and review method statements, inspection and test plans, construction schedules and drawings. Ability to highlight potential bottlenecks/problems and ability to suggest solutions. Ability to supervise a multi-national and multi-cultural contractor workforce.
