This job title has an assigned pay grade of AS-620. This position is located in the Med/Pharm section of The Division of Administration/Office of Group Benefits. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the state’s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Seven years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR Six years of full-time work experience in any field plus four years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR A bachelor's degree plus four years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR An advanced degree plus three years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: • Plan, develop, organize and direct OGB activities for the pharmacy benefits plans for active and retired employees statewide. Provide oversight of benefit plan administration by third party administrators (TPAs) ensuring deliverables are met. • Monitor vendor performance and complete performance evaluation at end of contract. Make recommendations as needed. • Research industry to determine benefit plans types, structure, vendors, and companies that are available to offer plans and services to the OGB retiree population. • Develop and/or assist in the development of proposals (RFP) and notices of intent to contract (NIC) to secure plans and plan services for participants by offering expertise in benefits plans, benefits structures, retiree data, state business needs and processes relative benefit administration. • Develop/implement policies and procedures for medical/pharmacy plan activities specific to active employees, retirees and their dependents, surviving spouses, etc. for participant agencies, plan members, and vendors. • Prepare announcements materials, booklets and other media communicating to employees and retirees as needed. • Conduct meetings and arrange for enrollment of employees/retirees; work with member agencies to facilitate enrollment. • Prepare reports, documents, and/or presentations for OGB staff and/or OGB policy planning Board regarding status/performance of contractors and delivery of services to OGB members.
