Job Summary Job Summary

Position Overview Reporting to the Director of Fiscal Operations, the Grants & Contracts Analyst will provide accounting and contractual support to the Early Education Program and Finance Department across Early Head Start, Head Start, Preschool, General Childcare, and Child Food Programs. The Grants & Contracts Analyst is responsible for preparing financial reports, monitoring expenditures, processing billings, and ensuring sound fiscal management of government contracts in accordance with established deadlines and funder requirements. This position also requires ongoing review, interpretation, and application of federal and state fiscal regulations, funder guidelines, and performance standards to maintain compliance and support program operations.

Requirements / Qualifications

Duties Performs basic accounting work plus a broad range of General Ledger support duties, including revenue, expense, and budget monitoring and the preparation of monthly financial reports. Analyzes program expenditures and reconciles costs charged to contracts as needed. Ensures that cost allocations and expense coding are appropriate and consistent per the Chart of Accounts, Cost Allocation Plan, and in compliance with all funder requirements. Prepares correcting journal entries, reclassifications, and revenue adjustments as needed. Prepares complex invoices accurately while ensuring that all program costs submitted to funders for reimbursement are allowable and in compliance with contract requirements. Compiles enrollment and attendance data from program and organizes into required funder formats. Helps coordinate annual funding applications and the administrative establishment of new awards. Assists with budget projections, modifications, contract amendments and BAR/RAA requests. Prepares Personnel Activity Reports (PAR) in accordance with Uniform Guidance requirements. Sorts, scans, compiles, and accurately files physical documents on-site by request, as needed. Assists with program and agency audits by gathering requested documents in a timely manner. Attending administrative and technical training workshops and webinars offered or mandated by government funders (i.e. LACOE and the California Department of Education).

Knowledge, Skills, Abilities, and Other Characteristics Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, or a related field is required. Minimum of two years of experience in finance is required; training will be provided in the principles of grant finance. Basic understanding of accounting principles and financial reporting practices, including budgeting and cost tracking. Familiarity with government contracts, grants, or funder requirements, or willingness to learn. Proficiency in Microsoft Excel and other office software for data entry, analysis, and reporting. Ability to organize and maintain accurate records, files, and documentation. Strong attention to detail and accuracy in preparing financial reports and reconciling data. Ability to meet deadlines, manage multiple tasks, and adapt to changing priorities. Willingness to learn and apply new regulations, policies, and procedures, including funder and state/federal guidelines.
