Key Responsibilities:

World Vision Papua New Guinea (WVPNG) is a fully grant-funded office with USD35-40 million annual budget. WVPNG has >20 projects for development, humanitarian & peace contexts. The role will support the proposal and grant pipeline for World Vision in Papua New Guinea, including maintenance of the existing funding portfolio, as well as pursuing expansion/growth with new donors and thematic pilots. Under leadership of the Program Development & Quality Director, the position works with Grant Acquisition & Compliance (GAM) team to lead and/or support design processes, donor engagement, pre-positioning, and funding applications, as well as project start-ups; in coordination with Field teams, Operations, Finance, Programme Quality, General Services Team, and Communications.

The position will also support compliance management, ensuring timely and quality compliance request and documents met by project teams, in alignment to donor requirement. Given the change in funding landscape, the position will support and/ or lead efforts related to new business development, including result-based payment, commercial contracts, corporate engagement, etc. The position will also provide support and capacity building to national staff.

Support over donor engagement through networking, stakeholder mapping, external engagement, engagement resource development, documentation of meetings, report writing and inquiries about new funding opportunities will contribute to WVPNG’s reputation with donors, and success in transforming donors and accessing funding opportunities. In order to assist WVPNG to diversify the current funding portfolio and modalities, strategic donors engagement will focus on bilateral, multi-lateral and private organisations, foundations, corporations, as well as the PNG government, including the Provincial and District Administrations. 

Major Responsibilities

Support the Grant Risk Assessment and Go No-Go process as per WV Partnership policy.Organize design workshop/ meetings for WVPNG teams, Support Offices and/or consortium partnersEnsure best practices are applied and high quality systems and processes for grant acquisition are maintained.Support development of guidelines related to new business development, including result based payment, commercial contracts, and corporate engagementCollaborate with technical advisors to develop project designs and Logical FrameworkDevelop high quality, donor compliant concept notes, proposals, and relevant annexes for submissionDevelop budget in collaboration with Tech team and FinanceCoordinate inputs from Operations, Finance, Programme Quality and other teams to inform development of concept notes and proposalsSupport revisions of documents as per feedback and negotiation with donorsSupport and/or coordinate design and relevant assessmentsSupport preparation for and document donor meetings and project visitsRepresent WVPNG to network with potential donors and strategic partnersGather and track intelligence about upcoming funding opportunitiesGather and track intelligence on competitors and stakeholders, including managing contractorsProvide support for development of strategic partnershipsSupport the roll out of the grants acquisition business planSupport development and updates of  external engagement materials, including capacity statementsCoordinate start-up workshopsEnsure project staff’s access to project documents and reporting templatesLiaise with Operations, Programme Quality, General Services, People & Culture and Finance to organize joint events, such as staff orientations and start-up workshopEnsure systems for Acquisition Knowledge Management maintained to meet organizational needs and standards.Support lesson learning workshop for ending projectsLead/ support compliance to donor requirements during acquisition phaseSupport tracking of project compliance of projects during implementation/ management phaseSupport local partner assessment and capacity buildingProvide coordination support for project teams and functional departments to ensure compliance and timely problem solving during project implementation as requiredSupport knowledge management process and system to ensure project documents and compliance evidence are in placeProvide input and support to fields team to identify and document impact and achievements as required.Facilitate or provide training (donor and grants development specifics) to the grants acquisition team as well as to technical sector experts and/or support departments.Provide coaching and training to junior program support staff in regard to proposal writing and grant managementCollaborate with the Regional Office Grants Acquisition Management team on capacity-building strategies and facilitation.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Must have 3-5 years’ experience working in the development and/or humanitarian contextProven track record for multi-sector programming experienceExperience in coordination with INGO’s and other key stakeholdersPrevious experience on supervision/ management of staff (officers)Must have a degree or equivalent in relevant fields of study such as International Development, Political Science/International Relations, Economics, Sociology, public health, or other related fieldKnowledge of budget requirements and regulations of major donors, practice such as USAID/ BHA, DFAT, MFAT, EU, World Bank, Global Fund, UNDP, UNICEF, or other government relief and development institutionsTechnical experience in any of the following: health, education, economic development, livelihood, protection, WASH, climate changeStrong analytical skills or research experiencePrior experience in a fragile context is added valueExperience in result-based payment or commercial contracts is an added valueExperience in private sector funding or corporate engagement is an added valueExposure to Monitoring & Evaluation (M&E), Information Management (IM), or accountability is welcomed
