This position is located in Tallahassee, Florida
Position Overview and Responsibilities:
Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Bureau of Real Estate Services to operate more efficiently and effectively.
Prepares acquisition (donation, purchase or exchange) projects for acquisition related activities including request in accordance with established policies for ordering and review of title information, boundary maps, surveys, and Environmental Site Assessments (ESA’s). Organizes and maintains land acquisition (donation, purchase or exchange) project files in accordance with policy. Establish contact with landowners and coordinates with managing agencies and Department staff with regard to acquisition and management issues.
Prepares and commences negotiations on acquisitions leading to a donation, purchase, or exchange. Coordinates, prepares, reviews, and composes contracts, correspondence, and other acquisition related instruments with staff, other agencies, legal counsel, managing agencies, other program areas within the Department, non-profit organizations, water management districts, local government, and federal agencies, including their execution. Maintains statistical and financial records for the generation of reports regarding the status of land acquisition (donation, purchase or exchange) project files. Inputs acquisition data into land acquisition tracking system.
Prepares closing documents, reviews title commitments, orders environmental site assessments, and surveys. Ensures that all parties are in agreement with the terms of the acquisition (donation, purchase or exchange) and closes the land acquisition (donation, purchase or exchange) transactions. Submits all final documents for legal review.
Participates on teams in the data collection and development of work plan forecasts, timelines, project plans, and other related land acquisition and donation matters.
Ensures compliance with all statutes, rules, current policies, and acquisition procedures in regard to all land acquisition activities.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of: the principles of land management and real estate; the principles and techniques of effective verbal and written communication.Ability to:negotiate and reach a settlement for state land acquisitions, donations, or exchanges; collect, evaluate and analyze data relating to the acquisition of state lands; understand and apply applicable rules, regulations, policies and procedures relating to state land acquisitions; work independently; utilize problem solving techniques; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; demonstrate teamwork; use a personal computer.
