Job Description:

Parsons is seeking to hire an experienced and motivated technical manager to lead a small multidisciplinary team supporting our client, the United States Army’s Training Support Activity Europe (TSAE), in Grafenwöhr, Bavaria, Germany.

In this role you will oversee the execution of the contract and ensure delivery of high-quality analysis, data, and reports in support of the Army’s sustainability efforts across Europe and Africa.  The successful candidate will coordinate directly with the client (both civilian and military personnel) and manage the Parsons team (seven geospatial analysts and two land management professionals) to provide critical support to the Integrated Training Area Management (ITAM) and Range and Training Land Program (RTLP) components of the SRP.

This is a full-time position based on-site at the Grafenwoehr Military Training Area, Germany.  In order to meet background screening requirements for access to IT networks, the applicant must be resident in Germany for at least 12 months prior to eventual start date.

What You'll Be Doing:

Train, assign, supervise, and oversee the work of the Parsons nine personnel.Keep up-to-date on U.S. Army SRP policy and data standards and pass guidance and requirements onto the team to implement.Manage contract budgets for materials and travel.Prepare and deliver reports, briefings, and updates to both Parsons leadership and the client.Brief the client on the technical approaches the team will use to provide Geospatial Information Systems (GIS) solutions to their training and land management needs.Oversee knowledge management and quality control of data, cartographic products, and reports created by the team. Ensuring that geospatial data are in-line with the U.S. Army’s adaptation of the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE).Attend virtual and in-person technical working groups representing the RSC and brief both technical and non-technical audiences on the RSC and SRP.Coordinate GIS data acquisition from various sources including, subject matter experts, in-field data collection, and via remote sensing.Coordinate with stakeholders to address training-land management challenges and maintain knowledge of current technologies to aid in developing innovative solutions.

What Required Skills You'll Bring:

Bachelors degree in a related field (e.g. GIS or Environmental Science)5 years of relevant work experience.Program and personnel managementCoordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholdersGIS concepts, applications, and standards, including experience with Earth Science Resource Institute (ESRI) ArcGIS Pro software, Portal for ArcGIS, and Web Mapping Services (WMS), including U.S. DoD and North Atlantic Treaty Organization (NATO) GIS and data standardsCartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standardsGeneral knowledge of U.S. DoD Information Technology (IT) and data management concepts, terminology, and security standardsGeneral knowledge of remote sensing, surveying, and other land assessment techniques, applications, and standardsGeneral knowledge of natural resource management concepts and terminologyGeneral computer skills, i.e. word processor, e-mail, spreadsheets, etc.

Additional Requirements:

Ability to travel within Europe and the United States.Valid & Clean EU (Class B) Driving LicenseClean Police Background Check (Führungszeugnis) issued by Germany.Eligibility to work in the EU.Ability to travel away from primary work location on various assignments for a week at a time (totaling approximately 3 to 4 times per year).


What Desired Skills You'll Bring:

Familiarity with the US Army Sustainable Range Program.Familiarity with the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE).Experience of working with ArcGIS Server, ArcGIS Online, and Portal for ArcGIS.Experience working with the SDSFIE geodatabase model.Experience working with LiDAR, remote sensing data, and use of drones for data collection.Experience working on environmental, sustainability, or land management projects.Knowledge of environmental regulations and host-nation compliance requirementsExperience with MS Power Platform (Apps, Automate, Bi)Experience with Adobe Creative Suite (InDesign, Illustrator, Photoshop)German language skills, written and spoken.
