Reports To: Data.FI Technical Director. Works with Data.FI country directors and technical leads in Niger, Burundi, Ivory Coast, Eswatini and Botswana.
Position Summary: The GIS Specialist will play a pivotal role in advancing the integration of geographic information system (GIS) technologies into Burundi’s digital health infrastructure, with a focus on HIV, malaria, and maternal and child health (MCH) programs. This consultant will contribute to the development of dynamic, spatially enabled dashboards that enhance the visibility and utility of health data across multiple domains. By leveraging GIS tools and methodologies, the consultant will support evidence-based decision-making, facilitate targeted interventions, and strengthen the capacity of national and district-level health teams to monitor and respond to public health challenges with precision and agility.
Key Responsibilities
Dashboard Development & GIS Integration
Lead the design and implementation of GIS-enabled dashboards within DHIS2, tailored to visualize key indicators for HIV, malaria, and MCH programs. Collaborate with data analysts, system developers, and program managers to ensure that GIS visualizations are aligned with national health priorities and reporting frameworks. Integrate spatial data layers with programmatic datasets to enable accurate mapping of service coverage, health outcomes, and resource distribution at facility, district, and national levels.Data Analysis & Visualization
Conduct advanced spatial analyses to identify geographic trends, disparities, and priority intervention zones across HIV, malaria, and MCH programs. Manage and maintain comprehensive GIS datasets, including shapefiles, geocoded health facility data, and metadata documentation to ensure data integrity and accessibility. Produce high-quality maps, infographics, and visual reports for use in stakeholder presentations, strategic planning sessions, and donor reporting.Capacity Building & Technical Support
Design and deliver training programs for Ministry of Health (MOH) staff and district-level teams on GIS dashboard interpretation, spatial data literacy, and practical applications of GIS in health program management. Provide ongoing mentorship and technical assistance to ensure sustained and effective use of GIS tools in routine monitoring and evaluation activities. Support the development of local GIS champions within MOH departments to foster institutional ownership and long-term sustainability.System Documentation & Institutional Knowledge
Develop comprehensive user guides, standard operating procedures (SOPs), and quick-reference materials to support the use and maintenance of GIS dashboards. Collaborate with MOH technical teams to integrate GIS documentation into the national digital health repository, ensuring that knowledge is preserved and accessible for future use. Contribute to the institutionalization of GIS practices within national health information systems, aligning with broader digital transformation and data governance strategies.Qualifications:
Bachelor’s degree in Public Health Informatics, Computer Science, or related field. Master’s degree preferred. Minimum 5 years of experience in GIS application within health information systems, preferably in public health programs. Proficiency in GIS software (e.g., QGIS, ArcGIS) and DHIS2 platform. Experience with spatial data analysis, dashboard development, and data visualization. Familiarity with interoperability standards (e.g., HL7 FHIR) and OpenHIE architecture is an asset. Strong communication and training skills, with experience in capacity building. Fluency in English and French required; Kirundi is an asset.Deliverables:
