Description of Job This full-time position reports to the Assistant Chief of Facility Plans and Programs of our Army Division, in the Construction and Facilities Management Office (CFMO), and works Tuesday through Friday, 10-hour days. This position provides Master Planning and Real Property Geographic Information System work in support of the Colorado Army National Guard Installations and Environment work unit. The position exists to provide support of the overall mission of the directorate, to include analysis and production of decision-support tools for use by the Colorado Army National Guard (COARNG) as it formulates strategy and for inclusion into DoD databases. The skills, knowledge, and abilities required for the GIS Project Planner are diverse, encompassing support for installation planning, programming, and real property. The GIS Project Planner duties include collecting, producing, analyzing, and processing geographic data to produce reports for the Real Property Development Plan (RPDP), the Capital Plans and Facility Life-Cycle Plan (FLCP), the annual Installation Status Report, and other capital improvement projects, facilities plans, and systems. This position requires overnight travel, including some out-of-state travel to attend training classes, seminars, and conferences. Specific duties include, but are not limited to: + collecting, analyzing, and processing real property geographic data in support of the overall mission of the division; + performing site surveys using Global Positioning System (GPS) equipment and when necessary, performing on the ground surveys to verify information; + maintaining the Common Installation Picture (CIP) real property data layers, to include site boundaries, parcels, and easements, etc, and provide standardized map information products for production of decision-support tools; + establishing and maintaining the logical link between CIP database and Planning Resources for Infrastructure Development and Evaluation (PRIDE); + reconciling and deconflicting data as facility features change over time; + ensuring data currency and accuracy for use in RPDP and real property databases of record such as PRIDE; + developing GIS applications to allow for effective and efficient interface between GIS data and production applications of the directorate; + supporting the required decision support tools for decision makers using real time data; + creating Military Construction (MILCON) and Sustainment, Restoration, modernization (SRM) project documentation in support of Federal/State capital programs; + creating, updating, and submitting project programming documentation such as 10% parametric design graphics; + prioritizing Military Construction (MILCON) and Sustainment, Restoration, modernization (SRM) projects as related to master plans, yearly funding, Long Range Construction Plans, and the Real Property Development Plans; + answering data calls as they relate to planning, programming, and real property requirements; + preparing programming projects and documents in support of planning and programming objectives; + creating and maintaining GIS map products for installations and facilities; + analyzing and visualizing connections between real property, ISR, and the capital investment strategy; + providing geospatial data and analysis to assist in master planning decisions; + creating site plans that depict installation facilities, land uses, areas for future development and encroachments; + assisting in the development of building models; + providing input to the planning and programming enterprise systems including Real Property Planning and Analysis System; + meeting audit readiness standards; + creating statements of work for projects as necessary; and + preparing real property projects and documents. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications Two years of professional experience as a Geographic Information Systems Professional, involving hands-on computer mapping experience working with geographical or land information systems to input and present agency data. Substitutions A combination of GIS-related education, a formalized GIS apprenticeship program, GIS certification, and/or relevant experience with Geographic Information Systems involving hands-on computer mapping experience working with geographical or land information systems to input and present data equal to two (2) years (transcripts and/or certifications must be attached to your application in order for education to be considered).
