Job Purpose
To support the delivery of the 4-year Care Connect: Action for Care Workers in the Philippines Project under the Gender Justice (GJ) Portfolio of Oxfam Pilipinas based on agreed deliverables with donors and partners from civil society, private sectors, local government units, and related agencies; provide support to the Care Connect-Project Coordinator, Gender Justice Portfolio Manager in managing all relations, deliverables, activities and communications across the entire project life cycle.
The objective of the Care Connect: Action for Care Workers in the Philippines Project is to contribute to the promotion of dignity and respect for paid and unpaid care workers, particularly women and girls in the Philippines. The project strives to empower these women and girls to exercise agency and decision-making, enabling them to lead fulfilling lives and participate equally in economic, social, cultural, and political spheres.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
At least five (5) years of demonstrated competencies in the project management cycle, especially in areas of planning, implementation, monitoring, learning, financial management of budgets, and high-quality donor report writing. Relevant experience in advocacy, campaigns, research, and network building around gender, development, and women’s economic empowerment, including paid and unpaid care work- related projects and programs. Experience in basic grants management and donor Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with various organizations in different geographic areas including government agencies, CSOs, NGOs, and private sector institutions. Strong interpersonal skills and ability to work in multicultural settings and with community groups of varying backgrounds, developed capacity for tact, diplomacy, and negotiation. Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting. Proficiency in designing and managing project meetings, activities, and workshops, such as creating, documenting, and facilitating programs and processes. Excellent communication skills with fluency in written and verbal communication (i.e. English and Filipino). Proficiency in using basic MS Office applications (Word, Excel, Access, and PowerPoint). Good people management skills with a good understanding of team.Desirable

KEY RESPONSIBILITIES:
The Portfolio Officer will closely collaborate with the Gender Justice Portfolio Manager, Care Connect Project Coordinator, and Care Connect-related posts in carrying out the following responsibilities:
Project Delivery and Portfolio Support:
Provides technical and administrative support to the Project Coordinator in developing and implementing the Project’s work plan. Directly responsible for the supervision, monitoring, quality delivery, and accompaniment of the assigned partner of Pillar 1100, in the Care Connect Project management This involves monitoring and accompaniment of partners' work – review of partner reports, partnership conversations/meetings, and field visits. Report to the Care Connect Project Coordinator, and work closely with the Gender Justice Portfolio Manager on the progress of partner of the project in a timely manner, any delays or deviations from the agreed work plan in the donor contract, and collaborate early to identify potential delays, challenges, or capacity gaps and coordinate with colleagues to address and Closely work with project partner to comply with all organizational and donor requirements, consolidate narrative and financial reports, and collaborate with relevant colleagues for program quality to ensure timely submission of high-quality reporting that complies with donor Review project partner’s budget vs. actual spending monthly, follow up on financial report submissions, and inform the Care Connect Project Coordinator of any issues and concerns, including variances and suggestions for remedial action, as necessary and in a timely way. Ensures that proper finance, administration and logistics systems and procedures are done in accordance with Oxfam and the donor’s policies by the assigned partner and the project. Where partners need support to develop the capacities in the foregoing, develop and manage the implementation of a plan, in collaboration with finance and logistics teams. Work closely with the Care Connect Project Coordinator, Senior MELSA Officer, and partner MELSA focal point to establish a database and repository system for project documentation and communication, ensuring safe data management and information sharing. Collaborates closely with the Care Connect Project Coordinator to organize or lead project management team meetings, planning workshops, and other Additionally, it ensures the implementation of agreed-upon action points for partner or 1100 activities and the Project Coordination Team and follows up as necessary. Assist the Care Connect Advocacy Officer in executing the communication plan, strategies, and project activities, particularly those related to project partner or 1100 activities. This support should ensure alignment with Oxfam’s procedures and that policy statements and advocacy efforts are consistent with the country's strategic program objectives. Organizes internal and external events, field visits, assessments, partnership conversations/meetings, workshops, and activities of the Care Connect Project under 1100, including travel-related requirements of Portfolio and Project staff and partners, in a timely Collaborates with relevant Oxfam teams or units to implement the Portfolio’s work and Theory of Change (ToC) in relation to the project.
