The LA County Board of Supervisors recently declared a local state of emergency for homelessness (https://file.lacounty.gov/SDSInter/bos/supdocs/176661.pdf) ,and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. If you are looking for a new career that will directly benefit the population of LA County, this may be the opportunity for you.
The Department of Mental Health is seeking qualified candidates to fill emergency Fiscal Officer I vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Fiscal Officer I .
Essential Job Functions
+ Plans, assigns, directs, and evaluates the work of the accounting, budget control and compilation, cashiering, supply, payroll, statistical, data processing, and other staff or service activities of a department.
+ Has major non-accounting financial responsibility involving supervision of an active collection program, making recommendations concerning the management and investment of large funds, preparation of highly technical financial analyses and projections, or negotiation and administration of revenue producing agreements.
+ Has major substantive responsibility for the formulation, analysis, and negotiation of departmental operating and program budgets, as needed.
+ Advises and consults with management concerning the accounting and financial implications of existing and projected departmental operations.
+ Supervises or personally conducts cost, revenue, and accounting systems and procedures studies; writes reports of findings; and secures approval for implementation of recommendations from departmental administration and the Auditor-Controller when necessary.
+ Analyzes and interprets accounting provisions of laws and regulations and recommends steps for their implementation.
+ Coordinates the work of subordinate accounting, financial, and other activities with other divisions, departments, and clientele.
+ Acts as immediate overall assistant to a higher level fiscal officer.
Requirements
MINIMUM REQUIREMENTS:
21 semester or32 quarter units of accounting in an accredited college or university including atleast two courses in cost accounting, governmental accounting, or auditing* -AND-
OPTION I: Three (3) years of responsible professional accounting or auditing experience at the level of Accountant III**, Accounting Systems Analyst I***, Intermediate Accountant-Auditor**** or higher.-OR-
OPTION II: Two (2) years of r esponsible supervisory accounting experience at the level of Accounting Officer I***** or higher.

LICENSE: A valid California Class C Driver License or the ability to utilize and alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

**Accountant IIIis defined as performs responsible and highly complex professional accounting and auditing work in the preparation, analysis, review, maintenance, reconciliation and control of financial records and fiscal revenue and expenditures forecasting.
***Accounting Systems Analyst I is defined as performs accounting systems analysis in connection with the development, evaluation, and review oflarge-scale computerized and non-automated fiscal control systems.
****Intermediate Accountant-Auditor is defined as conducts management, performance, financial, and compliance audits; as well as special studies and investigations of County departments that may include financial and compliance audits of private sector firms that provide goods and services under contract with the County.
*****Accounting Officer I is defined as performs professional accounting work and directs a small staff (five or more) engaged in the operation of an accounting system ofmoderate scale and in the work of a small group of related activities of a department.
For the purpose of providing a guideline to the use of the term scale of accounting program in this specification, the following examples are offered :
Large scale is defined as a general accounting system having approximately 10,000 appropriation, fund, proprietary and revenue accounts and cost centers.
Moderate scale is defined as a general accounting system having approximately 2000 appropriation, fund, proprietary, and revenue accounts and cost centers.
Supervisory experience is defined as providing direct administrative and technical oversight to include planning, assigning, and reviewing the work of staff, evaluating employee performance, approving leaves of absence, counseling, and recommending discipline.
