The Idaho Commission on Aging is seeking a Financial Specialist, Senior to help track and analyze data, to promote efficiency and effectiveness in our programs and services and provide fiscal support to our agency.
Review our latest annual report to understand our scope and services and analyze your personal fit with our agency. The ideal candidate will have experience working in the State’s government fiscal programs (Luma and Cognos).
General Information
Incumbent uses their professional background to develop and maintain accounting systems, prepare complex financial documents, plan and review financial operations. Incumbent will analyze technical financial problems and provide professional assistance and advice concerning their solutions. This position requires a strong background in analyzing, researching, and maintaining financial data, developing financial documents, resolving system problems, and handling day-to-day accounting issues. The agency has a flexible work week and telecommuting policies for staff who demonstrate an appropriate level of independence and accountability.
Key Responsibilities:
+ Reviewing and approving financial transactions
+ Reconciling expenditures and revenues between various accounting systems
+ Preparing fiscal reports and analysis for federal and state submission
+ Reviewing agency appropriation, fund balance, and cash balance data
+ Preparing and disseminating ad hoc financial reports and spreadsheets for leadership and staff
+ Advising leadership of budgetary concerns, needs, regulations, and appropriate allocation of funds based on prior history and/or present fiscal conditions.
+ Determining compliance with accounting principles and standards, laws, regulations, policies and procedures
+ Resource to agency staff for grant related budgets, revenue/expense, and projections
+ Contributing to documentation and standardization efforts for financial processes and procedures
+ Lead research efforts related to financial policy, procedures, and/or reporting standards
+ Developing the Commission's Budget
+ Conducting desk or on-site reviews to determine sub-recipient compliance with federal, state, and local guidelines
+ Technical assistance, including webinars or presentations, to sub-recipients including Area Agencies on Aging
Minimum Qualifications
Good knowledge of:
+ Accounting principles and practices.Typically gained by at least four years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR successful completion of an associate degree in accounting AND at least three years of professional work experience as an accountant or equivalent.)
+ Experience: Developing and preparing financial documents:Typically gained by at least four years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR successful completion of an associate degree in accounting AND three years’ experience researching, analyzing, and troubleshooting financial documents to ensure compliance with state and federal laws, regulations, and accounting principles.•
+ Using a personal computer to develop, analyze, and report on financial data: Typically gained by least four years of professional work experience as an accountant, or equivalent, applying Generally Accepted Accounting Principles (GAAP) OR successful completion of an associate degree in accounting AND by 3 years’ experience in: Multi-level spreadsheet development and manipulation, designing and generating specialized financial reports
+ Analyzing financial activities and recommending management action
Preferred Qualifications:
Experience:
+ Using the State of Idaho’s accounting systems and applications
+ Proficiency in financial analysis, including generating reports using Cognos.
+ Demonstrated ability to develop budgets and prepare comprehensive financial reports.
+ Advanced Excel skills, including developing complex queries and performing data analysis.
+ Strong written and verbal communication skills.
+ Solid understanding of grant management and Federal reporting requirements
+ Proven ability to adapt to changing environments and manage multiple priorities effectively
+ Strong interpersonal skills and demonstrated success in a collaborative, team-based work environment.
Good knowledge of:
+ Grant financial management
+ Governmental accounting
+ Documenting business processes
+ State budget processes
