Financial Services Analyst
Halifax Regional Municipality is inviting applications for one (1) permanent, full-time position of Financial Services Analyst in the Accounting & Financial Reporting Division of Finance & Asset Management.

Reporting to the Manager Service Delivery, the Financial Services Analyst provides professional financial analysis, program, service analysis & advice to assigned HRM Business Units. Works with business unit and finance team to provide/coordinate provision of professional financial & analysis support of outcomes included in business plans, operational plans & business cases. Prepares monthly financial reports, provides financial analysis & support to HRM business units in preparation & monthly projections and month end entries, as well as other work as needed.

The Financial Services Analyst ensures that generally accepted accounting principles are adhered to within the organization, HRM Financial Policy is respected & outcomes contained in the Finance business plan are achieved.

DUTIES AND RESPONSIBILITIES:Prepare and distribute monthly financial reports for assigned business units including summary of variances and significant financial issues.Under the direction of the Manager Service Delivery, and in coordination with the assigned Financial Business Partner, provide business unit support in the research, analysis and implementation of new initiatives and special projects including costing of collective agreements and financial review, financial analysis of proposals, changes to business process and cash flow analysis.Provide support to development of policies and procedures as required.Ensure that high standards of customer service and satisfaction are achieved through discussion with client business units regarding deliverables and required outcomes.Provide training to budget managers and administration staff of business units on SAP projections including interpretation of reports, projection changes and explanation of variances, and input of budget information.Assist, through research and analysis, with the preparation and review of special purpose reports in support of business unit requirements, including Council reports.Facilitate the completion of the year end analytical review and address year end issues with business units in conjunction with Financial Business Partners.Assist in completing Accounting and Financial Reporting Division objectives identified through the Finance and Asset Management annual business plan and in resolution of issues identified throughout the year; includes participation on work committees.In conjunction with other team members within the Accounting Division, review accounting routines within HRM’s various systems to ensure they are operating as intended.Provide support and advice to the business units and the Finance Business Partner. Finance Best Practices    Keep abreast of program/business trends, seek opportunity to assist clients.Review HRMs various systems & provide training.Lead/carry out analysis/costing of alternatives in support of corporate decision-making such as cost associated with labor or other contract negotiation, lease vs buy decision, new initiative, other financing considerations.Promote strong customer service orientation, monitor service performance, ensure high standards of customer service/satisfaction.Provide support to development of policy/procedure as required.In conjunction with the Accounting Division, review accounting routines within HRM’s various systems to ensure they are operating as intended.Provide assistance re: claims/cost submissions.QUALIFICATIONS:
Education & Experience:Post secondary degree in Business, Public Administration or related field.Five (5) years of broad financial management experience.Willingness to pursue a professional accounting designation is desirable.Technical / Job Specific Knowledge and Abilities:Demonstrated ability to analyze and interpret complex financial issues and reports.Advanced knowledge of computerized accounting systems and spreadsheet applications.Knowledge of SAP.Sound knowledge of municipal government accounting and reporting and generally accepted accounting principles.An equivalent combination of education and experience may be considered.  Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

WORK STATUS: One (1) permanent, full-time position.
 
HOURS OF WORK: Monday to Friday, 35 hours per week (Core hours 8.30am– 4.30pm) with flexibility required.  Flex options to work outside of these hours and hybrid may be available.

SALARY: Non-Union Level NU5 - $66,830 - $78,625. Salary to be commensurate with education and experience.
 
WORK LOCATION: 40 Alderney Drive, Dartmouth NS B2Y 2N5 (5th Floor Alderney Gate).
