The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives. Summary: OSBE seeks a Financial Performance & Audit Manager with controller responsibilities for the agency budget, as well as support responsibilities for university budgets. Job Responsibilities: + Build the OSBE internal budget and report monthly against actual and commitments + Maintain and coordinate all Luma financial setups including Chart of Accounts, Appropriation Units, Projects, Funds and Cost Centers + Prepare and maintain lists of Luma roles and security access for the agency + Manage and coordinate the annual budget requests for the agencies and institutions under the Board + Manage the year-end financial close and prepare all closing packages to the State Controller’s Office + Prepare the annual student fee Board agenda + Review contracts and MOUs for correct financial information + Staff the Audit Committee + Prepare monthly BAHR agenda items + Prepare and submit the tri-annual indirect cost plan to the federal government + Manage federal grant balances to ensure compliance + Approve XM Travel vouchers + Approve purchase requisitions, invoice payments and cash receipts + Allocate interest revenue + Prepare various surveys (WICHE, SHEEO, etc) + Maintain inventory tracking for fixed assets and insurable items + Lead coordination of LSO audits + Coordinate all Board financial reporting required by Board policy + Coordinate rent and insurance accounting between Batelle Energy Alliance and the State Building Authority + Audit cash receipts and Proprietary Schools estimated cash receipts Minimum Qualifications: Demonstrated proficiency in: + Accounting principles and practices + Analyzing financial and auditing data + Auditing or designing financial systems + Establishing internal financial or auditing controls + F inancial analysis, developing and/or monitoring budgets to include allocating expenditures, reconciling accounts, and making fund transfers + Public policy procedures and processes and the ability to develop, analyze, interpret and apply laws, rules and regulations + Using spreadsheet applications, word processing, database and accounting software to develop, analyze, and report on financial data; monitoring/reviewing internal financial controls; resolving technical accounting, auditing, or budgeting problems; preparing financial documents for management review; + Effective communication skills, both verbally and in writing with staff, vendors, and the public; and have the ability to work with individuals at all position levels, including high-ranking public officials. + Excellent interpersonal skills, with the ability to effectively negotiate, network and interact with a diverse staff in a complex educational environment. + Preparing and making oral presentations Preferred Qualifications: + Bachelor's degree or master's degree in a related field or CPA is preferred + Experience in State of Idaho fiscal/accounting operations may substitute for a bachelor’s degree.
