The successful applicant will examine and investigate financial service providers for compliance with state and federal laws and rules and adherence to regulatory guidelines and industry standards; make recommendations for licensure and perform related work.
This is an excellent opportunity to join the Department of Finance, Consumer Finance Bureau. This is the entry level of a multi-level job series. The starting rate for this position is $30.34 per hour. This position is located at the Boise office in the Chinden Campus located at 11321 West Chinden Blvd. The selected candidate must report to this location; however, flexible scheduling is available as we promote work-life balance.
The Idaho Department of Finance promotes access to healthy and comprehensive financial services for Idaho citizens through the efficient oversight of financial institutions, investment opportunities, and credit transactions. Through administration of laws enacted by the Idaho Legislature, legitimate financial transactions are encouraged, while fraud, unsafe practices, and unlawful conduct are detected, and appropriate enforcement actions are taken. Our examiners protect consumers, promote fairness and enforce financial integrity while championing ethical debt practices and upholding consumer rights.
Job Responsibilities
Examination duties include:
+ Perform detailed analyses of financial service providers to determine if business practices and internal controls comply with statutory requirements
+ Reviews and make recommendations for approval or denial of license applications or requests from financial service providers claiming exemption from licensure
+ Analyze extent of full disclosure of material facts and risks of securities offerings
+ Review accounting procedures and controls and operating practices to determine financial condition, predatory loan practices, and sound lending criteria
+ Prepare concise and comprehensive examination reports outlining condition, deficiencies, and recommendations
+ Answer inquiries and requests regarding regulation, including by written correspondence
+ Work with public, public officials, business representatives and others to assist in resolving routine issues involving regulation
Investigation duties include:
+ Investigate financial service providers, typically initiated by complaints or examination findings
+ Draft investigative orders to initiate formal proceedings; Draft subpoenas
+ Prepare and conduct witness interviews, review financial records, research legal and regulatory issues
+ Use other information-gathering techniques to develop conclusions
+ Develop final reports of findings which may include recommendations for legal or administrative action
+ Assist in the negotiation of regulatory settlements
+ Assist department attorney or prosecuting attorney in litigation, including testifying as expert witness
+ Act as a resource for industry members to obtain voluntary compliance
Minimum Qualifications (MQ’s)
Some Knowledge of
+ General accounting / finance theory, principles, and practices (Typically met by completion of twelve (12) college semester credits, or equivalent, in accounting/finance; OR approximately one (1) year of financial services regulatory work experience with job duties that included applying general accounting/finance theory, principles, and practices; OR approximately two (2) years of work experience where a significant job duty involved general accounting/finance theory, principles, and practices).
+ Computer applications used in accounting or the financial services industry (Typically met by completion of a three (3) credit computer applications courses OR at least six (6) months of work experience where computer applications used in the financial services industry were a regular part of the job. (such as: Excel, Word, PowerPoint, Quicken, etc.).
Experience
+ Applying accounting principles to reconcile accounts (Typically met by at least one (1) year of professional work experience where applying accounting principles to reconcile accounts was a significant job duty, OR twelve (12) credit hours of applied accounting courses in which applying accounting theories and principles was emphasized).
+ Examining financial statements and reports for completeness and accuracy (Typically met by approximately one (1) year of professional work experience examining financial statements and reports for completeness and accuracy in a finance, accounting, or audit role; OR completion of twelve (12) college credit hours in accounting or finance in which examining financial statements and reports for completeness and accuracy was emphasized)
+ Interpreting and applying provisions of state and federal financial services laws, rules, standards or guidelines (Typically gained by six (6) months of professional work experience interpreting laws, rules, regulations, policies and procedures; OR completion of six (6) college credit hours or industry-sponsored training in which interpretation of regulatory laws, rules, regulations, policies and procedures were emphasized)
+ Preparing narrative reports (Typically met by six (6) months of work experience preparing narrative, examination, or investigative reports. OR approximately six (6) credits of college coursework in which preparing narrative reports or research papers were expected)
