Financial Assistant

Halifax Regional Municipality is inviting applications for the permanent, full-time position of Financial Assistant with Halifax Transit.

Under the general direction of the Coordinator, Halifax Transit, the Financial Assistant provides financial support to all Halifax Transit departments. The Financial Assistant position assists with accurate and timely financial reporting, processes items in a timely manner, analyzes expenses to identify trends, contributes to the key performance reporting, and performs other office duties related to all departments within Halifax Transit. This position will act as backup to the Admin Support Receptionist.  

DUTIES & RESPONSIBILITIES:

Work independently, effectively organize, prioritize, and problem-solve multiple tasks to meet deadlines; Responsible for supporting cost centre managers to achieve timely and accurate processing of financial matters for all divisions of Halifax Transit;Monitor and analyze all Halifax Transit operating expenses, identifying trends and making recommendations to cost centre managers;Generate SAP reports related to operational and capital expenditures and revenues;Monitor SAP transactions and adjust entries to ensure accuracy and compliance;Coordinate monthly financial projections with cost centre managers and the Coordinator, including the review of financial reports, meeting with cost centre managers and making adjustments in SAP;Review and research fleet and facility maintenance expense transactions;Prepare journal entries and submit them to Finance for SAP adjustments;Identify and prepare accrual requirements at month-end and year-end; Assist with the creation of the annual operating and capital budget;Assist with the reporting of financial details related to revenue and ridership information for all Halifax Transit services;Assist with analysis of accounts and year-end preparation;Work closely with Procurement and Accounting to ensure the timely receipt of goods and payment of invoices; Assist vendors with inquiries related to accounts payable;Assist with the reporting of key performance indicators; Maintain the Executive Director’s delegated financial authority lists for procurement and accounting purposes;Prepare cheque requests and goods requisitions;Maintain a list of all Halifax Transit procurement cardholders and collect and submit monthly statements, including a review with the Coordinator and electronic submission of all receipts;Review purchasing to ensure compliance and contract adherence;Assist with the completion of expense claim forms;Provide backup for other Administrative employees;Investigate and resolve accounting issues such as contract pricing discrepancies, outdated SAP items and the use of standing offers;Monitor expenses related to bridge tolls to ensure appropriate funding and to avoid service disruption at tolls;Provide SAP and procurement assistance as needed to Halifax Transit staff. 

QUALIFICATIONS:
Education & Experience:

Grade 12 or equivalent; Diploma in business administration, accounting, or related from a recognized educational institution; A suitable combination of education and experience may be considered;Minimum two years of related experience.

Technical / Job Specific Knowledge and Abilities:

Knowledge of Halifax Transit services;Working knowledge of HRM policies and procedures;Working knowledge of SAP is required; a similar software system may be considered;Basic knowledge of accounting principles;Knowledge of municipal accounting procedures and regulations would be considered an asset;Ability to communicate effectively;Organized and able to work independently to carry tasks to completion;    Must be able to multi-task;Proficiency in HRM office applications;Computer proficiency required in Microsoft Office Suite;

Security Clearance Requirements: Applicants may be required to complete an employment security screening check.

Please note - Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, Full-Time

HOURS OF WORK: Monday - Friday, 8:00 am - 4:00 pm.

SALARY: Level 5, $30.28 per hour, as per the NSGEU Local 222 Collective Agreement.

WORK LOCATION: TD Building, 12th Floor, Barrington Street, Halifax and 200 Ilsley Avenue, Dartmouth
