Job Description
We are seeking an experienced Financial Analyst to support our team located in Washington, DC. This role is essential in tracking incoming and distributed funding, monitoring labor and contractor expenditures, and providing detailed financial visibility to both internal teams and government sponsors. This position will be based at the Naval Research Laboratory in Washington, DC and will operate in a classified environment. Please note, remote work is not available.
ResponsibilitiesTrack all incoming government funding to the Naval Research Laboratory and manage its distribution across projects and cost lines.Monitor cost accounting data, including assignment of funds to Network Work Authorization numbers, and ensure accuracy in alignment with program requirements.Calculate and report monthly labor burn rates for both government personnel and multiple contractors across all active Network Work Authorizations.Provide detailed analysis of contractor-level expenditures, broken down by Network Work Authorization and by month, to support program and sponsor reporting.Maintain a clear picture of overall and per-Network Work Authorization burn rates, cumulative spend, and remaining balances.Develop and maintain financial dashboards or tracking tools to support transparency and decision-making by Program Managers and Business Managers.Support regular financial reviews and contribute data to Program Management Reviews and sponsor briefings.Coordinate with cost accountants, CAMs, and business managers to reconcile any discrepancies and ensure consistent financial reporting.Essential SkillsFinancial analysis, program finance, income, funding, cost accounting, and program management.Secret clearance.5+ years of relevant experience.Financial analyst support for Department of Defense, ideally RDT&E, government contract experience.Proficiency with Microsoft Excel, including pivot tables, formulas, and charts.Strong understanding of government funding processes and cost tracking, including RDT&E funding and cost accounting structures such as Network Work Authorizations and Contract Line Item Numbers.Strong attention to detail and ability to manage large sets of financial data accurately.Excellent communication skills to summarize complex financial data for technical and non-technical audiences.Additional Skills & QualificationsBachelor's degree in a related field.US Citizenship with active security clearance and the ability to obtain SCI.Experience supporting NRL, DoD laboratories, or other federal research entities.Familiarity with government financial systems or cost accounting tools, such as SAP, Oracle, COBRA, Unanet.Understanding of labor hour tracking, burn rate forecasting, and cost allocation methods.Comfortable working in a multi-contractor, multi-project environment with multiple funding streams.Experience with financial tracking tools or dashboards is a plus.
Pay and Benefits
The pay range for this position is $60.10 - $60.10/hr.
