This can be discussed further during the interview process. + The salary range for position is commensurate. Final salary will be determined based on the applicant's qualifications and experience. Job Summary Financial Accountant III, under direction, performs complex professional accounting and financial work, maintains accounting records, and prepares financial reports. Assists in developing, interpreting and maintaining policies and regulations related to financial and reporting issues. Continued employment in this position is contingent upon availability of funding and satisfactory performance. Essential Duties and Responsibilities + Review and approve Emburse Travel/Payment Expense Reports, and AggieBuy Purchase Documents . Oversee the Remote Office Furnishings Program and maintain record of reimbursement(s) and balance for each eligible employee. 15% + Post account-level budget entries from COO as part of annual budget allocation process and from others as requested. Performs account maintenance in FAMIS which can include the following: Support Account Flag changes, account freeze/delete requests, and identifying linked interest accounts. 6% + Complete monthly reconciliations for various accounts in a timely manner. 11% + Assist the Senior Manager, Budget in preparing various reports including: FTE State Employee Quarterly Report; SB255; quarterly ABEST Performance Measures Report; and the biennial completion of the Operating Budget Instruction request from the LBB via ABEST. 15% + Assist the Senior Manager, Budget in performing reconciliation of data between FAMIS (TAMUS), USAS (State Comptroller) and ABEST (LBB) on a quarterly basis, and documenting and posting binding encumbrances in USAS (Accounting Policy Statement 018). 10% + Assist in the preparation of the Annual Operating Budget. Provide backup to the Senior Manager, Budget in the establishing of budget patterns, budgeting of revenue/expense/transfers entries, and posting of the Annual Operating Budget in FAMIS. Assist in the preparation of the Legislative Appropriations Request. Assist in preparation of USAS batch for budget revision in USAS to establish annual appropriations by program cost account and method of finance. Assist as needed in submitting documents to the State Comptroller's Office. 9% + Assist the Senior Manager, Budget in the preparation of the Legislative Appropriations Request (LAR), and prepare and post budget revision in USAS to establish annual appropriations by program, cost account, and method of finance. Submit documents to the State Comptroller’s Office. Submit requested Fiscal notes upon completion to the LBB through the FNS portal. 8% + Quarterly, monitor the accuracy of TTI's expenditure data on the State Comptroller's Texas Transparency website (Dashboards and Data Visualizations). 3% + Perform analyses of TTI data, schedule and maintain reports in Business Objects and Power BI, and prepare ad hoc reports as needed. 7% + Teach, train, and support staff. 5% + Prepare equity transfer forms related to Permanent University Funds and various transfers between System members. Request journal entries as needed. 4% + Attend meetings at the System and State levels as appropriate. Prepare Scholarship/Fellowship Payment Request forms for submission to Scholarships & Financial Aid. Resolve any issues related to the fellowship payments. 3% + Work with TTI HR and Engineering Payroll to register TTI in states for state income tax and unemployment insurance reporting. 3% + Other duties as assigned. 1% Required Education and Experience Bachelor’s degree or equivalent combination of education and experience Four (4) years related work experience Knowledge, Skills and Abilities Strong verbal and written communication skills. Strong analytical and organizational skills. Strong service orientation. Familiarity with State and System rules related to procurement and travel expenditures. Proficient use of microcomputers and standard office equipment. Proficient with Microsoft Excel and Word. Ability to multi-task and work cooperatively with others. Ability to work independently, take initiative, set priorities and see tasks through completion. Ability to supervise and manage functional areas of a fiscal operation. Preferred Qualifications Bachelors in Accounting or Business Administration or closely related field or equivalent combination of training and experience 5 years related work experience, accounting experience in a fiscal office Experience in performing financial reports/analysis Expenditure (travel and/or purchase) audit experience with TAMUS member Professional accounting. Fund accounting experience with TAMUS member. Experience in using FAMIS, USAS and ABEST. Physical Requirements Ability to perform common office functions. Ability to frequently communicate with other individuals within the workplace. Ability to operate a computer and other office productivity machinery.
