Finance Officer

The Finance Officer reports to Field Manager Mykolaiv. He/she will support Field Manager in managing all aspects of day-to-day operations of the finance department in the Field office and is responsible for preparing financial statements and maintaining cash controls. The Finance Officer must work within the Financial Manual of IRC, Tax Policies, and Procedures and be in compliance with all National Acts and Legislation. 

Responsibilities 
Specific duties
•Accurate performing day-to-day financial records in accordance with budget codes and implementing internal control procedures per IRC policies and procedures;
•Review all POs and PRs for proper coding and budget adequacy before payment;
•Review all payment documents for proper and adequate backup;
•Submits payments to the bank for processing;
•Reviewing Travel Expenses Reports for national and international staff, reflecting Travel Expenses in Integra;
•Maintain Custody of the Cash Box Key. Monthly control of cash count preparation;
•Control payment and liquidation of all corporate card expenses;
•Control of preparation of Incentive workers’ payroll in the field;
•Preparation of Salary Mapping file;
•Participation in the month-end closing process;
•Assist in implementing Finance policies, procedures, and systems;
•Ensure compliance with IRC procedures and guidelines;
•Filling out and checking the payment register for accuracy and completeness;
•Control and day-to-day guidance of the Finance Assistants;
•Participation in the collection of documents for the audit;
•Execution of other instructions from the Finance Manager/Field Manager.

Finance/Budgeting
•Act always following local law and standards of accounting practice.
•Review to gain a clear understanding of budget guidelines and instructions
•Review funding allocations to enable proper guidance to programs and proper coding.
•Provide training to program staff on finance issues.
•Assist in budget preparation at the field level.

Common duties
•Attend and participate in training identified/organized by your supervisor
•Follow any procedures and guidelines designated in circulars from Country Director
•Perform other duties as may be assigned by your supervisor

Security/Communication 
•Communicate with Finance main office on security issues within the office and outside the office. 
•Report to the Finance Manager any irregularities within the IRC office, staff compound, and sites on policy and procedures. 

Requirements
•Bachelor’s degree in accounting from a recognized College/Institution.  ACCA/CPA qualification will be preferred.
Experience
•A minimum of three (3) years of accounting experience. Experience of INGO will be an advantage.
Skills
•Computer literate with significant experience in Excel and accounting packages. Knowledge of the Integra system will be an added advantage. 
•The candidate should be mature, with a stable personality and the ability to maintain confidentiality.
•Exceptional interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.
Languages Requirements: Fluency in Ukrainian and English.

REPORTING STRUCTURE AND TEAM COLLABORATION

Position Reports to: Field Manager 
Works closely with: Partnership teams and Operation teams, Program teams.
Indirect Reporting: Finance Manager

WORK ENVIRONMENT AND OTHER RELEVANT INFORMATION
There is active conflict in parts of the country and a possibility for further expansion of the conflict and violence in other areas. Staff must comply with all IRC security policies and procedures applicable to international staff. Security will be thoroughly discussed during the interview process.

•This role requires full-time work in the office. Hybrid schedule could be agreed with direct and technical supervisors.
•Applicants must have a home or alternate workspace so they can effectively complete their work during regularly scheduled work hours.
•Travel to other locations is possible.
•Exempt from overtime.
•Sometimes work on weekends may be required (overtime hours will be provided as a time off).
