MAJOR RESPONSIBILITIES
Leadership, Capacity Development, and Strategic Partnering
Provide leadership to the finance and support service functions (supply chain, IT, and Admin/Fleet), ensuring competent and motivated staff are hired and retained and efficient service delivery.
Coordinate professional and personal development of finance and support services staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, SunSystems, grant management, risk management, leadership, etc.); and succession planning.
Model Christ-centered servant leadership and support spiritual development of his/her team.
Participate in the NO Senior Leadership team, regional engagements, and meetings.
Facilitate ND, Operations, and other non-finance staff in understanding and interpreting financial statements.
Ensure that senior management, operations/technical staff, communities, and local partners understand partnership finance policies and procedures as appropriate.
Develop strong networks internally (other NOs, SOs and partnership entities) and externally (other NGOs, banking entities, communities, etc.) through effective communication, relationships and twin citizenship.
Promote shared resource networks within the region, and the partnership.
Adhere to WVI key policy documents – mission, core values, and covenant of partnership.
Identify the organisational requirements and gaps on the support services and prepare Support Service SOPs and annual operating plan in alignment with the Country Strategy.
Ensure Support Service policies, processes and procedures are aligned with National Office strategic priorities.
Ensure and agree on annual departmental Objectives and KPIs with line managers and oversee their execution.
Ensure the Support Service function's performance level meets annual targets.
Planning and Budgeting
In collaboration with other NO Directors, advise the ND on strategic resource acquisition and allocation in line with FO strategic priorities.
Coordinate the planning and budgeting process and provide technical support to ensure compliance with global and regional guidelines and to chart and execute a strategy in the face of changing constraints and circumstances.
Review the alignment of budgets between the National Office, projects, grants, MyPBAS, and Support Offices and ensure that effective and efficient cost recovery practices are followed.
Ensure control of NO budget, cash flow, and project funding by providing timely and relevant information to budget managers in collaboration with the Operations Director.
Contribute to developing WV South Sudan strategic direction and priorities.
Fiscal Accounting, Compliance, Monitoring, and Reporting
Design and manage systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations.
Coordinate the timely, accurate, and complete submission of relevant reporting to the Partnership and to internal users.
Ensure partnership policies, procedures and guidelines are implemented as stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting, year-end closing, carryforward, accounting and reporting.
Lead the timely and accurate submission of financial reports in Notes FFR (Field Financial Reporting) database.
Ensure Income/Revenue Received and Booked are reconciled with action plan for addressing outstanding items on PBAS reconciliations
Ensure staff visit Programs/Projects to monitor accountability issues, follow up on implementation of audit findings and provide support as needed.
Business Process Operationalization and External Engagement
Ensure compliance to partnership policies relating to Supply Chain, Logistics and IT.
Ensure field level procurement processes are functioning efficiently and transparently and in compliance with WVI procurement guidelines
Work closely with other departments and Operations to ensure effective management and improvements of support services.
Proactively engage with suppliers, Government authorities, other INGOs, clusters and stakeholders to ensure good coordination and adequate information sharing, address common concerns/problems and seek solutions.
Lead business process improvements in Supply chain, Logistics& Administration and IT improve efficiencies by eliminating non-value add tasks, embedding the continuous improvement culture, meeting customer needs.
Lead in the development, implementation, and review of policies, standards and procedures for Procurement, Logistics and Administration and IT to ensure they are aligned to WVI expected standards, policies and procedures.
Ensure that adequate cost efficiency and effectiveness measures are in place and are being followed
Risk Management and Controls
Ensure appropriate financial systems and controls are in place to avoid significant finance audit risk ratings at the NO and project levels.
Coordinate management responses to finance audits performed to the NO and projects; ensure they are sent on time to the Audit Department; and that finance related audit recommendations are implemented timely at all levels.
Identify and implement continuous improvement processes for finance management
Ensure compliance with government and donor financial reporting obligations
Coordinate adequate preparation for GC and external audits.
Implement anti-corruption and fraud strategies
Ensure Supply Chain, IT, Logistics and Administration related risks are identified and captured in the Enterprise Risk Management system
Ensure Risk controls are in place and treatment actions are completed for mitigating/eliminating risks.
Ensure anti-corruption and fraud mitigation strategies including the internal control framework are in place and implemented.
Ensure, WV is in compliance with all external and internal regulatory authorities (government entities, regulatory bodies)
Real Estate, Asset Management and Administration services
Ensure World Vision South Sudan’s assets are well secured, monitored and managed in accordance with WVI policies and procedures
Ensure proper records are maintained to clearly document WV’s ownership or title of lands or buildings.
Ensure annual verification of assets.
Develop and recommend cost efficiency measures relating to assets utilization
Optimization of use of assets and determine equipment and assets needs for projects.
Coordinate the formation and functioning of Asset disposal committees to dispose-off obsolete/unusable assets timely in accordance with donor and WVI assets disposal policies.
Ensure that staff housing is safe and fulfils required guidelines, transport is safe and reliable, and that safeguarding / community accountability mechanisms are in place and in use.
Lead the timely implementation of security recommendations.
Ensure lease agreements, service contracts and other legal documents relating lease, rental of assets and services are in order.
Coordinate with WV legal retainer on contracts and other Support Services related legal issues.
Oversee administrative arrangements for staff and visitors’ travel
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Master’s Degree in Management, Procurement, Social Science or Business Administration, or equivalent qualification
At least 5 years’ experience in a relief or development environment, with at least 3 years’ in a leadership role with direct reporting lines.
Leadership experience in Government relations, procurement, contracts management and administration, logistics, Information Technology operations functions.
Strong influencing, negotiating and collaborating skills.
Ability to engage with governmental, NGO and other senior leaders on issues of operational access.
Computer knowledge including Word, Excel, Outlook and PowerPoint.
Excellent written and verbal communication skills in English, including business case preparation and report-writing skills.
Self-directed individual able to work well in a team and build a team.
People management skills. Strong interpersonal and networking skills to work cross organizationally and with different cultures.
