FEMA QA/QC Specialist - Disaster Recovery - Hybrid (Puerto Rico)

Our ICF Disaster Management Team is growing, and we are seeking a QA/QC Specialist to support Disaster Recovery efforts in Puerto Rico. These positions are full-time, benefit-eligible and hybrid (home and office) located in Guaynabo, Puerto Rico.

This role will perform a Quality Assurance and Quality Control review on request for reimbursement (RFR) and/or request for advance (RFA) submissions to ensure compliance with COR3 policies; as well as state, local and federal regulations. Ensure that all costs presented by subrecipients comply and are within the scope of the project worksheet.

Compensation: While the range below is broader, this position will offer a base salary in the Mid 50's, non-negotiable.

Role and Responsibilities:

• Ensure required back-up documentation is included in packages presented for review.

• Ensure accuracy of financial calculations.

• Check compliance files and tools for completeness and accuracy.

• Maintain updated notes in the COR3 system of record.

• Review and provide guidance to team members on Request for Information to be issued to Subrecipients

• Keep Facilitator and Team Lead informed on issues, problems & resolutions associated with reviews.

• Keep Facilitator informed of progress on reviews in process.

MUST HAVE Requirements: (no exceptions)

• Bachelor's Degree in a related field.

• 1+ years’ experience as a Grant Analyst working FEMA Public Assistance grants.

• 5+ years’ experience in financial quality assurance reviews.

• 2+ years’ experience with Microsoft Excel, including formulas. May be asked to demonstrate.

• Must be Bi-Lingual English and Spanish.

Professional Skills: (You will bring these with you)

• Strong analytical skills.

• Strong organizational and time management skills.

• Excellent computer, written and verbal communications.

Preferred Skills: (These may set candidates apart)

• Knowledge and use of MS Teams.

• 3+ years of Microsoft Excel using advanced formulas, pivot tables and vlookups. May be asked to demonstrate.

• Knowledge and use of Data Management Systems.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$41,416.00 - $70,407.00
