Department: The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI)
The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI) works to maximize federal funding opportunities, effectively preserve and implement federal and stimulus funding, and execute strategic initiatives that build from cross-agency lessons from a coordinated response. The Office specifically works on managing and protecting funds received through the American Rescue Plan Act (“ARPA”), the Bipartisan Infrastructure Law (“BIL” or “IIJA”) and the Inflation Reduction Act (“IRA”), as well as other federal funds.
Through a cross-agency team of Strategy Officers and a network of local grant navigators, the Office operates as a convener of state agencies, local governments, and other entities to improve the drawdown of federal funds for Colorado while improving government systems to drive efficiencies and implement federal funding.
The Office also works closely with the Governor’s Office teams and executive branch agencies more broadly to coordinate state-level actions and responses to the changing federal environment.
Description of Job
Position Title: Federal Affairs Advisor
Duration: One-year time-limited position, with the potential for extension.
FLSA Classification: Exempt
Department: The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI)
Organizational Relationships:This position reports to the Director of Federal Affairs in the Office of Federal Funds and Strategic Initiatives.
Work schedule: This is a hybrid position, expected to be in office at least 3 days per week. Actual schedule will be determined by supervisor and needs of the department.
Expected Annual Travel:Occasional in and out of state travel.
Summary of Functions:
The Position
In cooperation with the Governor’s Office of Federal Funds and Strategic Initiatives as well as the Governor’s Office communications, budget, policy, and other teams, the Federal Affairs Advisor will be responsible for tracking the impact of federal changes on Colorado and helping to implement responses to those changes. Priority issue areas include health care, economic and workforce development, housing and health care affordability, democratic institutions, states’ rights, public health, clean energy, public safety, and other key topics.
This position will work closely with executive branch agencies, cross-functional teams, and will also interface in outreach with counterparts in other states and external parties.
Key Responsibilities
Conducting Policy Research and Development
+ Conducting in-depth policy research at the direction of the Director of Federal Affairs on priority issue areas to identify opportunities and options for state action, including:
+ Reviewing executive actions, departmental budget proposals, workplans, and other informative documents;
+ Surveying actions in other states;
+ Researching relevant academic and policy materials; and
+ Reviewing other relevant federal laws, regulations, and precedents.
+ Drafting policy memos, recommendations, and weekly reports, and providing technical assistance and regulatory guidance, if and when applicable.
+ Developing and presenting potential operational, policy, or legislative responses to enacted or anticipated changes at the federal level.
Tracking Federal Fiscal and Policy Changes
+ Developing and managing systems to track federal fiscal and policy changes, including executive orders, regulatory changes, and federal legislation.
+ Coordinating across teams and agencies to develop analyses of state impacts of the federal changes, and project-managing follow-up actions, including communications and operational needs.
Cross-State Initiatives and Coordination
+ Identifying opportunities for strategic collaboration between states and serving as the Office’s point person for shared initiatives on the office’s key priority issue areas, in collaboration with the Director of Federal Affairs and other members of the Governor’s Office.
+ Building and maintaining strong relationships with program partners and advocacy organizations.
+ Supporting coordination efforts between the Office and other governmental agencies.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Credentials and experience :
+ Minimum of 5-10 years experience in government, policy, law, communications, and/or a related field
+ A bachelor's degree in Government, Political Science, Public Policy, or a related field
+ Preferred: Master’s degree in a related field, or a J.D.
+ Prior experience in federal or state government, a policy-oriented nonprofit or think-tank, or a legislative role preferred
+ Exceptional communication and interpersonal skills, and demonstrated ability to work across teams and departments with diverse interests and build relationships across diverse stakeholders
+ Strategic thinker, with experience in public policy, state government, and/or executive branch operations; knowledge of federal grantmaking and funding processes, and broad understanding of issues related to fundamental freedoms and democracy
+ Ability to work in a fast-paced environment, handle sensitive and confidential information with discretion, and act with transparency and integrity
+ Solution-oriented approach, with strong problem-solving and analytical skills
+ Detail-oriented, with the ability to organize information, manage workload, prioritize, and deliver to deadlines
+ Strong verbal presentation skills are needed
