Facilities Management & Operations Project Manager

We're looking for a dynamic, experienced Facilities Management and Operations (FMO) Project Manager to lead our Single Room Occupancy (SRO) Renewal Initiative contract. The FMO Project Manager reports directly to the Operations Manager and is located in Vancouver, BC. This position oversees all contractual obligations under the Service Provider's Agreement and serves as the primary representative of Black & McDonald for this initiative. Supported by the SRO project team, the Project Manager will plan, organize, direct, and evaluate all Facilities Management (FM) service schedules, budgets, billings, subcontractor agreements, and scope changes. This is a P3 (Public-Private Partnership) Facilities Management contract that partners with BC Housing to provide facilities maintenance for a portfolio of SRO hotels located in the Downtown Eastside of Vancouver. Success in this role requires strong client relationship management, rigorous reporting, and an ability to manage a small operations team. + Directly manage the SRO contract in accordance with specifications as defined in our Agreement + Oversee and supervise internal staff team members and subcontractors + Organize, direct and manage all maintenance and repair activities in alignment with policy and Agreement obligations + Build and maintain a strong client relationship, fostering a positive and professional partnership + Review and approve monthly Performance Monitoring Reports (PMR) and Performance Adjustment Reports (PAR). + Review and verify all payables and receivables are correct and paid within the specified time frames. + Plan, adjust, and monitor preventive maintenance schedules, milestones, and progress. + Oversee procurement of materials, equipment, and tools with support from the Supervisor. + Develop, manage, and monitor the maintenance budget. + Lead implementation of quality control programs. + Mentor and support the full project team. + Ensure compliance with all company and legislated Health & Safety Programs, including procedures, incident reporting, and PPE adherence. + Conduct weekly site safety inspections and follow up on corrective actions. + Review and approve the Annual Service Plan, 5-Year Service Plan, and Life Cycle Plan. + Develop the Annual Energy Management Plan and Environmental Plan with support from the B&M Energy Manager. COMPETENCY REQUIREMENTS + Change Orientation + Communicates Effectively + Holds Self and others Accountable + Maximizes Team Effectiveness + Customer Focus + Teamwork & Collaboration EDUCATION REQUIREMENTS + A degree or diploma in construction/facilities management or relevant field is preferred + Extensive experience in building maintenance/construction or related experience may substitute for educational requirements. + Facilities Management (FMA/RPA) certifications would be an asset WORK EXPERIENCE REQUIREMENTS + Minimum five (5) years of supervisory experience in facility operations or maintenance is required + Formal training in supervisory responsibilities is an asset SKILLS, ABILITIES, AND OTHER REQUIREMENTS + Proficiency in Microsoft 365 applications including Office and web-based systems and tools + Working knowledge of Computerized Maintenance Management Systems is an asset + Excellent leadership and interpersonal skills + Strong analytical and problem-solving skills + Collaborative and team-oriented + Detail-oriented with a focus on quality and compliance + Excellent communicator with strong written and verbal skills + Strong organizational and time management abilities + A valid Class 5 BC Drivers' License and clean abstract is required + Travel to various sites or client offices within the Downtown Eastside and Lower Mainland is required as needed + Must be comfortable working around the Downtown Eastside areas The expected salary range for this role is between $85,000-$100,000 per year. The starting salary will be based on several factors such as the successful candidate's qualifications, including but not limited to education and experience. Salary is one component of Black & McDonald's total rewards package.
