The Platform is seeking Fijian experts in Monitoring, Evaluation & Learning (MEL) Opportunities available for both long-term and short-term engagements  Positions offered at various levels within program teams

IMMEDIATE OPPORTUNITY: Health MEL Specialist: Require formal qualifications in health or public health plus MEL experience to support the Australia-Fiji Health Program. We currently have one full-time vacancy available immediately.  IMMEDIDATE OPPORTUNITY: Governance MEL Specialist to join the Australia-Fiji Governance Partnership. We currently have one vacancy to commence January 2025.  Future MEL Specialists: Experienced in designing and using MEL frameworks, facilitating learning, and supporting data-driven decisions. These positions may work across the Platform in climate change, disaster resilience or broad sector support. 

Program Overview:   

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Roles will involve:

Developing, reviewing and implementing MEL frameworks aligned with DFAT standards. Supporting program teams and partners in data collection, analysis, and reporting. Facilitating learning processes and contribute to program reviews. Promoting integration of gender equality, disability and social inclusion (GEDSI), and climate resilience in MEL activities. Collaborating with cross cutting teams and programs on advancing MERL learning across the platform.

Selection Criteria:

Tertiary qualifications in Monitoring, Evaluation and Learning (MEL), International Development, Public Health (for Health MEL roles), or a closely related discipline. Demonstrated professional experience in MEL, preferably within development or public sector programs. Demonstrated familiarity with DFAT MEL Standards, reporting frameworks, and performance monitoring systems. Proven ability to engage effectively with diverse stakeholders, including government partners, development agencies, and community organisations. Extensive experience in designing and implementing MEL systems for complex programs in governance, economic development, or institutional reform. Strong grounding in results-based management, theory of change, adaptive programming, and the development of MEL products tailored to varied audiences. Demonstrated capacity-building experience in MEL, particularly with government counterparts and locally engaged staff. Excellent written communication skills, including the ability to produce high-quality reports, briefs, and analytical summaries. Prior experience working in the Pacific region or similar development contexts. Sound working knowledge of aid and development management systems and practices.
