General Statement of Duties:

Administers all park and recreation operations for the Eaton Area
Park and Recreation District and is responsible for the planning, organization, staffing, coordinating,
directing, and enforcing of all policies and procedures regarding functions of the district. The director
performs a variety of complex professional and administrative duties in planning, developing, scheduling,
directing, and implementing year-round recreation programs, events, and capital projects. The Eaton Area
Park & Recreation District (EAPRD) is an Equal Opportunity Employer.

Supervision Received: Works under the direction of the Eaton Area Park and Recreation District Board of Directors.
Supervision Exercised: Supervises all EAPRD Managers, Full Time and Part Time Staff, and contractors hired by the EAPRD.
FLSA Status: Exempt
Salary Range: $120,000 - $140,000 Annually

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages and supervises assigned operations, without direct supervision, to achieve goals within
available resources; plans and organizes workloads and staff assignments; trains, motivates, and
evaluates assigned staff; reviews progress and directs changes as needed. Provides leadership and direction in the development of short- and long-range plans; gathers,
interprets, and prepares data for studies, reports, and recommendations; coordinates park and
recreation activities with other agencies as needed. Provide operational direction for diverse programming; ability to analyze and measure the
effectiveness of facilities and resources with respect to long and short-range objectives; supervise
auditing functions focused on compliance with standardized operational practices and procedures. Fosters supportive public relations by speaking to, assisting, and working with outside public
groups and community organizations. Attends community meetings, as necessary. Prepares monthly reports for all activities within the district; provides information and offers
professional advice to the Eaton Area Board of Directors at their monthly meetings. Communicates official plans, policies, and procedures to staff and the public. In accordance with State Statutes, prepares and administers the annual budget for all areas of the
district; assures that assigned areas of responsibility are performed within budget; performs cost
control activities; monitors revenues and expenditures in assigned area to assure sound fiscal
control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and
time. Monitors all deposits and records, approves all accounts payable, including all programs and
facilities. Oversees facilities as needed to ensure a safe and positive experience for participants and
employees; maintains and monitors all inventories. Manages all District human resources functions; assists and encourages staff in the performance of
their duties as required. Determines work procedures, prepares work schedules, and expedites workflow; studies and
standardizes procedures to improve efficiency and effectiveness of operations. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and
conformance to policies and procedures. Maintains harmony among staff and attempts to resolve grievances; performs or assists
subordinates in performing duties; adjusts errors and resolves complaints. Prepares a variety of studies, reports, and related information for decision-making; pursues grant-
writing opportunities for improvements and programming. Directs diversified year-round recreation programs with outside organizations such as school
districts and various community-based organizations. Encourages staff to Expand current programs
and events to implement. Reviews program areas, implements changes or innovative programs to meet recreational needs of
the community; develops, maintains and implements a current park and recreation master plan. Responds to public comments and inquiries and resolves sensitive community member concerns
and complaints in a timely fashion. Oversees and supports various activities throughout the year, such as recreation programs,
leagues, sports tournaments, and community-wide events. Develops and maintains close working partnerships with community organizations. Fostering growth with guidance, provides knowledge, and recommendations with increased
program participation. Work cooperatively with other entities, not limited to: Recreation Departments, School Districts,
Counties, Towns, Special Districts and Sport Associations. Manages all facilities of the district (leased or owned) including parks, various fields, open spaces,
and indoor facilities. Develops and implements a risk management plan in accordance with industry standards and
safety practices. Develops and implements a capital replacement plan for the Park and District for its facilities and
equipment. Develops and implements policies, procedures and standards for efficient and effective operation
and maintenance of park and recreation operations. Enforces District expectations and policies; assures compliance with established industry standards,
procedures, and local ordinances; explains, justifies, and defends District policies and programs,
negotiates, and resolves sensitive and controversial issues. Advocates for the District, in a highly visible position in the community, working with other
government agencies, news media, and the public.
Promotes interest in park and recreation programs through publicity, joint program brochures with
various community groups, and public contacts; speaks before citizens groups, students, and other
organizations. Maintains a liaison role with state, local, and other public officials. Answers letters of inquiry and
talks with visitors; addresses public and civic organizations which will inform the public of policies,
procedures, and the availability of facilities for public use. Represents the District at various community and/or business meetings, committees, and task
forces; promotes existing and new programs and/or policies. Performs miscellaneous job-related duties as assigned.

QUALIFICATIONS
Education and Experience:

Requires a BA or BS in Park and Recreation, Administration, or related and relevant field of study,
and a minimum of five years’ experience in a high-level executive/management position at a public
Park and Recreation agency, or any equivalent combination of education and experience.


Necessary Knowledge, Skills, and Abilities:

Thorough knowledge of the principles and practices of modern park and recreation programs;
thorough knowledge of equipment and facilities required in a comprehensive park and recreation
program; extensive knowledge of the principles and practices of maintenance, construction, and
use of public buildings and park facilities; considerable knowledge of community recreation needs
and resources; working knowledge of the principles and practices of office management, work
organization and supervision. Ability to plan, organize, coordinate, and implement a comprehensive community park and
recreation programs; ability to coordinate, analyze, and utilize a variety of reports and records;
ability to communicate effectively, verbally and written; ability to establish and maintain effective
working relationships with employees, supervisors, other agencies, both public and private, and the
public. Maintains interest and enthusiasm with public, private groups and individuals of all ages. Working knowledge of the current Agreements with Weld County and the Town of Eaton for Park
and Recreation development within the district, as well as District plans for the future. Availability to work evenings, weekends, or other irregular hours as necessary, and makes and
receives contacts by telephone and in person efficiently and effectively during irregular hours.


REQUIRED KNOWEDGE AND SKILLS:

Valid Colorado driver's license with acceptable driving record for the past three years. Excellent communication skills and positive attitude. This position is subject to the Drug and Alcohol-Free Workplace Program. This includes pre-
employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing,
and follow-up testing.


EQUIPMENT AND VEHICLES USED:
Personal computer, including word processing software; calculator; copy, scan, and fax machine; phone;
portable radio; automobile; various sports equipment used in recreation programs.
