To learn more about CIBC, please visit CIBC.com (https://www.cibc.com/en/about-cibc.html) **STRATEGIC BUSINESS UNIT DESCRIPTION** The Technology Infrastructure and Innovation (TI&I) group spans the areas of Information Technology, Infrastructure, Transformation, Security, Enterprise Programs & Optimization and Contact Centres. This group executes on enterprise programs, manages and enhances the technology and operational processes that run CIBC’s businesses worldwide, as well as providing specialized service and advice to our business partners. CIBC Technology is responsible for the delivery and operations of technology in support of CIBC lines of business and clients. Through a combination of in-house systems development and working with leading technology partners, the division delivers world-class solutions in order to realize business opportunities and enhance client relationships. **JOB PURPOSE** The role will act as a delivery focused technology lead in Luxembourg with overall responsibility for regulation, audit and representing the company before the local regulator (CSSF) on all technology related matters, management of day-to-day operations, day-to-day technical support, line management of staff . As part of International Technology the role will report into the Head of International Technology and work closely with key executives including the Luxembourg Chief Operating Officer (COO), Luxembourg Chris Risk Officer (CRO) and Head of Compliance. The role will drive Digital Operational Resilience Act (DORA) Day Two requirements and attend management governance committees (e.g. Luxembourg Executive Committee, European Operating Committee, European Risk Committee) to report status of technology operations and regulatory matters to management in Luxembourg. As the Luxembourg technology lead the role will oversee the management of day-to-day user support activities, support enterprise technology changes, manage and work with UK Technology Team, ensure oversight of the local data room to enterprise standards. The role will direct end user infrastructure service delivery and operations for the Luxembourg legal entity. **KEY ACCOUNTABILITIES** **Regulation, Controls & Standards** + Provide leadership with Luxembourg COO/CRO, Local Compliance representative, International Technology Governance Manager, Enterprise Technology Regulatory & Governance to understand the relevant regulation, document gaps and mitigate derived risks + Proactively lead and drive actions for DORA Day Two Activities, e.g. identification of Critical & Important Functions, identification and challenge importance of applications, delivery of Digital Operational Resilience Testing artefacts from differing areas of technology and information security, management of third and forth party risks. + Conduct desk analysis of local and European regulations and embed any required changes to the processes and systems in Luixembourg + Conduct Horizon Scanning in conjunction with the local Luxembourg Compliance Department to identify developments and changes to regulations by the CSSF + Confirm changes to technology standards changes with International Technology Governance Manager and local compliance representative + Understanding cloud installations and third party governance requirements working with International Technology Third Party Governance representative + Lead the understand the materiality of changes pertinent to Luxembourg, e.g. CIRAs to EOC impacting Luxembourg working with International Technology Governance Manager + Provide insightful contribution at European Operating CIRA Committee (EOC) & European Regulatory Committee (ERC) on areas of technology + Knowledge of Digital Operational Resilience Act (DORA) regulation highly desirable + Understanding of Artificial Intelligence regulation and governance is desirable **Operational** + Accountability for managing and negotiating services from internal partners within a matrix organization to clients Monitor service levels to identify opportunities for improvement. Drive management of incident resolution. + Develop, implement and maintain policies and procedures for reporting, tracking and resolving client problems. Analyze opportunities for continuous improvement of service delivery + Lead on operational resilience and manage Business Continuity Planning (BCP) + Manage Technology Technician + Lead development of technology solutions for branch expansion strategies **Change Management** + Ensure execution of project changes and currency upgrades in Luxembourg + Constantly monitor and direct the effectiveness and performance of IT infrastructure services. Lead efforts to continually deliver the business value of IT products and services. + Direct and apply the most current technologies for complex projects and initiatives to support the business and seize new opportunities while maximizing return on investment **CROSS-FUNCTIONAL RELATIONSHIPS** + Provide technology updates to senior management committees (e.g. Luxembourg ExCo). Provide direction to European Regulatory Meeting (ERC) for matters related to Luxembourg Technology + Develop close working relationships with Parent Bank Technology architecture, applications and infrastructure groups to ensure delivery of local governance, regulatory and change commitments + Proactively develop and maintain the relationship with the regional senior management teams and key stakeholders, through regular 1:1 meetings and committees. + Active management of external technology vendors/partners, who provide critical solutions and services **COMPLIANCE REQUIREMENTS/RESPONSIBILITIES** + As an employee of CIBC, the incumbent must comply with all applicable CIBC and Line of Business policies, guidelines and controls + As a director in International Technology this role must comply with all applicable CIBC and Line of Business policies, standards, guidelines and control requirements **KNOWLEDGE AND SKILLS** + Involvement with regulatory bodies (e.g. CSSF, CNPD) + Experience of governance within financial services (e.g. DORA Regulations, EU AI Act) + Proven and demonstratable analytical + Service Excellence; the ability to understand customer needs and expectations, provide excellent service in direct and indirect manner, and fulfill customer expectations. + Current experience of audits and working with internal audit + Excellent stakeholder management skills. Experience of stakeholder management within a matrix organization. + Management of technical staff + Self starter and able to work under pressure + Well presented professional with good all round communications skills + Team player, good stakeholder management skills and project management skills + Able to perform root cause analysis and troubleshoot technology based issues + Knowledge of Windows 11 operating system, market data trading floor client products and Microsoft Office products. + Ability to express oneself and communicate with others verbally; recognizing that verbal communication is more than just language, it includes tone, style and structure. + Knowledge of best practice IT frameworks (e.g. ITIL certified) and experience of ServiceNow Platform + Tenacious, critical thinker, curious and determined mindset + Capital Markets technology experience (desirable) **WORKING CONDITIONS** + This role operates within a normal office environment with little exposure to adverse working conditions + Based in CIBC Luxembourg Office + Work standard business hours and provide support, when required, remotely on evenings and weekends + Occasional travel required **What you need to know** + CIBC is committed to creating an inclusive environment where all team members and clients feel like they belong.
