An excellent opportunity exists within the Land & Air Defense Systems (L&ADS) Estimating organization supporting several products in the Precision Fires and Maneuver (PF&M) portfolio based out of Tucson, AZ. In this estimating organization, the employee will be responsible for the preparation of various types of proposals for development, production and competitive contracts including modifications to existing contracts. In addition, the estimating organization supports gate reviews, government audits and negotiations with the customer.

What You Will Do

Lead the development and understanding of proposal pricing and cost volumes

Manage prioritization of activities across multiple concurrent costing and proposal efforts with other proposal analysts in support

Work with functions from across the company to develop the labor, material and other direct costs associated with proposed contracts

Utilize company estimating and pricing programs and tools

Develop detailed bidding guidelines which are used to kick off proposals

Provide estimating support for the development of Basis of Estimates to include validating and analyzing actuals, ensuring consistency within task descriptions, and confirming estimating approach is sound

Prepare and present complex Submit Gate charts for program/company leadership review of proposal information

Ensure proposals comply with basic FAR and internal requirements

Assess and formulate potential solutions leading to a thorough proposal submittal

Qualifications You Must Have

Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience

Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals and the pricing requirements associated with the development of international proposals

Experience with Microsoft Office products, ex. Microsoft Excel (i.e., basic formulas, lookup functions, pivot tables, filtering/sorting, etc.)

Qualifications We Prefer

Must have strong verbal and written communication skills, as well as the ability to interact with senior levels of management and customer organizations

Possess good investigative/analytical abilities

Strong organization skills

Demonstrated ability to consistently meeting deadlines in a schedule driven environment

Effective planning and scheduling skills that lead to the completion of proposal efforts in accordance with customer and company requirements

The ability to work well in teams, with peers and management

Oral and written communication skills

The ability to follow and apply internal and external regulations to the development of company proposals

Basic working knowledge of the RTN pricing tool, ProPricer, is desired but not required

Experience working with Joint Ventures is desired but not required

Active Secret Clearance is a plus, but not required

Please consider the following role type definition as you apply for this role. Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
