ANNOUNCEMENT NUMBER: 25-49-MN AREA OF CONSIDERATION: Open to current Officers (O-4 and below) of the Idaho National Guard or those eligible for membership TYPE OF POSITION: Military non-classified SUMMARY: This position is assigned to the Construction & Facilities Management Office (CFMO), Environmental Management Office (EMO), a directorate of the Idaho National Guard (IDNG) functioning within the Idaho Military Division (IMD). The primary purpose of this position is to execute environmental sustainment, awareness, and training; ensure compliance with environmental protection regulations and policies; perform all unit maintenance shop training and documentation; and to serve as the primary point of contact for all operations and training concerns pertaining to environmental matters on and within Orchard Combat Training Center (OCTC). The duty location for this position is OCTC. MANDATORY REQUIREMENTS: (1) Must be a federally recognized commissioned officer in the Idaho National Guard. Provide military pay grade, job title, branch/AOC, and unit of assignment. (2) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do notprovide a copy of your driver’s license.) (3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods. (4) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. PREFERRED QUALIFICATIONS: (1) Bachelor’s degree or higher from an accredited college or university. REQUIRED EXPERIENCE:Must have18monthsof experience performing work related to the knowledge requirements below.Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge.Education and training may be used to offset experience. KNOWLEDGE REQUIRED: (1) Describe your knowledge of environmental laws and regulations associated with the National Environmental Policy Act, Recourse Conservation and Recovery Act, and Clean Air and Clean Water laws; and your ability to research, analyze, understand, and apply complex laws and regulations in a compliance program. (2) Describe your knowledge and experience with environmental compliance principles related to military training, hazardous materials, National Environmental Policy Act, underground storage tanks, and other environmental compliance areas specific to military training and maintenance activities. (3) Describe your knowledge and experience with military operations, in particular support operations relating to Army Brigade Combat Teams and similar units, and how those operations relate to environmental issues, to include the environmental risk associated with military operations. (4) Describe your knowledge and experience of military unit structure, command and control elements, appropriate communications methods, and the ability to determine authorities and responsibilities with the military structure. (5) Describe your knowledge and experience with effective communication and information presentation, and your ability to present complex or detailed information in-person and remotely using a variety of software and multimedia tools to a variety of audiences, or to provide effective direct training or direction one-on-one to Environmental Compliance Officers. Knowledge should include preparation of informational pamphlets, multi-media presentations, video production, and information display panels. (6) Describe your knowledge of analog and electronic archive and record management, database maintenance, and other methods of detailed record keeping used to store, archive, or maintain records of documents, printed materials, maps, photographs, and artifacts.
