Description of Job
Program Purpose
The work unit exists to protect human health and the environment by assuring the safe management of hazardous wastes at hazardous waste management facilities through: reviewing hazardous waste permit applications; issuing hazardous waste permits; enforcing permit conditions for treatment, storage and/or disposal of hazardous wastes; conducting technical reviews of permit modification requests, drafting comments regarding deficiencies in submitted information, and determining comment responsiveness; conducting inspections at permitted facilities; and counseling and educating owners/operators of hazardous waste facilities and the public on unit actions, decisions, and the Colorado Hazardous Waste Regulations.
What you will be doing
This position serves as a chemist to support permitting and compliance oversight activities for permitted hazardous waste treatment, storage, and disposal facilities
(TSDFs), with a particular emphasis on the chemistry of processes, monitoring, hazardous waste characterization/sampling, and laboratory analytical methods.
It includes reviewing technical information, data, reports; drafting permit conditions and associated supporting documents plans; conducting inspections at permitted facilities with a primary focus on hazardous waste characterization, hazardous waste management, and disposition; and performing compliance reviews of hazardous waste treatment, storage, and/or disposal facilities, including audits of environmental laboratories and reviews of analytical procedures.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Option 1- Six (6) years professional level experience implementing environmental regulations, including inspections for compliance and implementation of corrective actions for issues identified. This experience must be substantiated within the work history section of your application. The words “See Resume” will not be accepted. In addition, part-time work will be pro-rated. .
Option 2- Graduation from an accredited college or university with a bachelor's degree in physical and/or biological sciences, environmental sciences, engineering, or a closely related field
AND
two (2) years of professional experience implementing environmental regulations, including inspections for compliance and implementation of corrective actions for issues identified.
This experience must be substantiated within the work history section of your application. The words "See Resume" will not be accepted. In addition, part-time work will be pro-rated.
Option 3- Additional education from an accredited college or university in physical and/or biological sciences, environmental sciences, engineering, or a closely related field may substitute for the professional experience on a year-for-year basis.
Preferred Qualifications
In addition to the minimum requirements, thesuccessful candidate in this position will have the following qualifications:
+ Experience with Resource Conservation and Recovery Act (RCRA)/Colorado Hazardous Waste regulations
+ Experience with Waste Analysis Plans (WAPs) and Quality Assurance Project Plans (QAPPs)
+ Experience conducting inspections, including applying permit conditions and regulatory requirements to field observations, as well as communicating with
colleagues regarding issues identified
+ Familiarity with the requirements of environmental regulations or statutes
+ Experience with reviewing analytical date associated with groundwater monitoring reports
+ Knowledge and experience reviewing, analyzing and evaluating technical documents
+ The ability to distill and convey technical information to a non-technical audience
+ Conflict Management Skills

+ Ability to ensure that work performed meets standards for timeliness, accuracy and completeness
