Work Unit
The Field Services Section exists to address for the public, governmental entities, the regulated community, and the Department, technical and regulatory issues primarily related to compliance assistance and compliance assurance for drinking water and wastewater treatment facilities (and other discharging facilities) including the following activities: compliance evaluation inspections and sanitary surveys; technical and compliance assistance; regulation and policy development, and provision of technical services in support of the Water Quality Control Division’s (Division) programs to provide financial assistance for drinking water and wastewater treatment facility construction.
Position Description
Working in central Colorado, this position exists to perform, track and assist in managing to completion, a broad array of tasks associated with planning and coordinating sanitary surveys at community and non-community suppliers in the Field Unit II region. Major elements of position responsibilities include providing assistance to the public, providing compliance assistance to facilities and individuals regulated by the Division and taking action to assure regulatory compliance by regulated entities through field investigations and direct contact with the public and regulated community. Additionally, the position will work closely with other FSS staff who conduct sanitary surveys. The position involves work in the field of environmental science requiring the independent selection of courses of action and the resolution of problems within a broad framework of environmental and administrative guidelines.
Job Duties
Positions in this level learn the procedures, regulations, policies, and statutes associated with field based compliance work. Either as a team member or under the direction of a supervisor or work leader, positions perform technical field work that consists of evaluations of treatment facility operations and performance, compliance inspections for drinking water treatment facilities, field response and support of drinking water emergencies. Under the direct supervision of a work leader or manager positions may provide support for enforcement and other technical, field-based compliance assurance activities and provide assistance to the public and facilities regulated by the Division. This position is in Field Unit 2, located in the Salida office.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
(Option 1)
Five (5) years of professional experience which included regulatory compliance, conducting field inspections, and/or enforcement related activities related to environmental protection (This experience must be substantiated within the work history section of your application. The words, "See Resume" will not be accepted. In addition, part-time work will be pro-rated.
OR
Five years of professional experience that provides knowledge of the implementation and/or oversight of programs to meet the requirements of Federal or state primary drinking water regulations.
OR
(Option 2)
Graduation from an accredited college or university with a bachelor’s biology, chemistry, engineering, environmental science, geology, hydrology, or closely-related field will substitute for the experience
AND
One (1) year of professional experience included regulatory compliance, conducting field inspections, and/or enforcement related activities related to environmental protection.
OR
(Option 3)
A master’s degree from an accredited college or university in biology, microbiology, physical or health science, environmental health or related field may be substituted for the bachelor's degree and one year of experience. Work experience demonstrating competencies equivalent to the competencies learned through completion of the required education may be substituted on a year for year basis for the general education.
Preferred Qualifications
+ Experience in drinking water and/or wastewater treatment
+ Experience in understanding the requirements specified in Regulation 11.
+ Operator certification in drinking water, and/or distribution system, clean water or collection system operation in the state of Colorado.
+ Demonstrated experience with Word, Excel, Access and PowerPoint
+ Regulatory compliance experience via field-based compliance inspections
+ Demonstrated commitment to public and customer service
+ Ability to develop and maintain effective working relationships with others
+ Ability to prioritize and plan work activities and maintain organization
+ Ability to present ideas accurately, effectively, and concisely, both verbally and in writing
+ Demonstrated work behaviors that reflect an awareness of the link between job responsibilities and overall organizational goals and needs
+ Careful about detail and thorough in completing work tasks
+ Excellent listening skills, including giving full attention, not interrupting, and asking questions to fully understand the points being made
+ Relevant years of State service shall be considered
Conditions of Employment
+ A pre-employment background check will be conducted as part of the selection process. Should your background check reveal any charges and convictions, it is your responsibility to provide the Colorado Department of Public Health and Environment Human Resources office with an official disposition of any charges.
+ This position requires the ability to travel independently throughout the state up to 30% of the time including overnight stays. Ability to operate a vehicle in order to perform assigned duties of the position.
+ Crucial Status: Must be willing to be on-call in the event of an emergency (e.g. bio-terrorist attack, chemical attack, disease outbreak, or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
