TYPE OF POSITION: Civilian non-classified
SUMMARY: This position is located in the Environmental Management Office (EMO) of the Construction and Facilities Maintenance Office (CFMO), a directorate functioning within the Idaho Military Division (IMD). The primary purpose of this position is to implement natural resource and environmental protection policies on the Orchard Combat Training Center (OCTC) and to serve as the point of contact on all operational and training concerns pertaining to environmental matters at the training site.

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
REQUIRED EXPERIENCE: Must have 24 months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
KNOWLEDGE REQUIRED:
(1) Describe your knowledge of environmental laws and regulations associated with the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and National Historic Preservation Act (NHPA); and your ability to research, analyze, understand, and apply laws and regulations in a compliance program.
(2) Describe your knowledge of environmental compliance principles related to military training, hazardous materials, underground storage tanks, and other environmental compliance areas specific to military training and operational activities.
(3) Describe your knowledge of project management methodology, practices, techniques and associated software, including scheduling phases, defining projects, establishing goals, interpersonal and organizational communication, knowledge transfer, program analysis, and information presentation methods.
(4) Describe your knowledge and experience in the use of four-wheel drive vehicles, all-terrain vehicles, tractors, loaders, or other related equipment, and the safe operation of such in all types of weather conditions over rough, rocky, or uneven roads, including knowledge required to change tires, recover stuck vehicles, or avoid/address other road hazards.
(5) Describe your knowledge in the use of computers with common operating software, global positioning system devices, global information system software, analytical/spatial tools and software, cameras, compasses, maps, and other field equipment.
(6) Describe your knowledge of analog and electronic archive and record management, database maintenance, and other methods of detailed record keeping used to store, archive, or maintain records of documents, printed materials, maps, and photographs.
(7) Describe your knowledge of the major vegetation types and wildlife species that occur in the Great Basin Desert ecosystem.
