The position will conduct field work, site visits, and compliance inspections of permitted and unpermitted coastal structures and activities, including dock, piers, marinas, shoreline stabilization, and beach structures in coastal marshlands, beach and dune systems, and tidal waterways. The position investigates complaints under the Coastal Marshlands Protection Act and Shore Protection Act, works with responsible parties to ensure compliance, and documents findings in clear well-organized case records. Strong writing skills are required; the position prepares regulatory correspondence and enforcement documents, including notices and draft consent orders. The position works directly with property owners, contractors, and the public to explain requirements, address compliance/enforcement concerns, and negotiate/direct corrective actions. The position collaborates with state, federal, and local partners as needed. The position is expected to be a 60/40 split between office and field work. Field work may include operation of small vessels, use of GPS and other survey equipment, and piloting of unmanned aerial vehicles (UAV/UAS) consistent with program needs. MINIMUM QUALIFICATIONS Based on education and experience, the selectee will be hired into one of the below-mentioned job codes. RCP020 – Environmental Compliance Specialist 1 Bachelor's degree in Chemistry, Biology, Physics, Geology, Engineering or other closely related field from an accredited college or university. RCP021 – Environmental Compliance Specialist 2 Bachelor's degree in Chemistry, Biology, Physics, Geology, Engineering or other closely related field from an accredited college or university. AND Two (2) years of professional job-related experience in environmental protection. OR One (1) year of experience at the lower-level Environmental Compliance Specialist 1 (RCP020) or equivalent position. PREFERRED QUALIFICATIONS Preference may be given to applicants with: · Professional experience in environmental compliance, regulatory enforcement, or permitting at a local, state, or federal agency. · Demonstrated technical writing and/or recordkeeping skills with strong attention to detail. · Demonstrated experience managing conflict and resolving complaints in a public-facing work environment. · Experience conducting field work in wetlands or coastal environments in a professional or academic setting. · Experience operating small vessels in tidal waters. · Proficiency with GIS/GPS and mapping applications (ArcPro, Pix4D, QGIS, Trimble, etc.) used to support field documentation and reporting.
