Entitlements Analyst

D.R. Horton, Inc. is currently looking for a Entitlements Analyst. The right candidate will perform land entitlement and due diligence activities supporting residential development projects. This role evaluates zoning requirements, land use regulations, permitting constraints, and development feasibility to support project planning and approval strategies.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Prepare entitlement analyses and recommendations regarding zoning strategy, permitting requirements, regulatory constraints, and approval pathways for proposed developments

Coordinate submission packages and supporting documentation for municipalities and regulatory agencies

Partner with municipalities, utility providers, and regulatory agencies to interpret development requirements and facilitate entitlement approvals

Track entitlement schedules, approvals, and deadlines to ensure timely progression of projects

Develop and maintain entitlement schedules, monitor critical path activities, and identify risks that may affect project timelines or approvals

Review zoning ordinances, land use requirements, and development standards to support feasibility assessments

Analyze zoning ordinances, land use regulations, comprehensive plans, and development requirements to evaluate project feasibility and entitlement risk

Support due diligence efforts by organizing and reviewing reports such as environmental studies, surveys, and title documents Compose reports, feasibility summaries, entitlement status updates, and project analyses for management review and land investment decisions

Collaborate with internal departments including Land Acquisition, Land Development, Legal, and Engineering to guide support entitlement execution land planning decisions and entitlement strategies

Assist in managing third-party consultants, including civil engineers and planners, to ensure deliverables are completed on schedule Review consultant reports, technical studies, site plans, and development applications for accuracy, completeness, and compliance with regulatory requirements

Support process improvements related to entitlement tracking, documentation, and reporting

Conduct all business in a professional and ethical manner to serve customers and increase the goodwill and profit of the company

Education and/or Experience

Bachelor’s degree in Urban Planning, Civil Engineering, Real Estate, Construction Management, or related field

3-5 years of experience in land development, entitlements, or related real estate functions

Knowledge of basic zoning regulations, land use processes, and permitting requirements

Ability to follow established processes and support entitlement activities with attention to detail and accuracy

Strong computer skills are required. Proficiency in Microsoft Office applications and the ability to learn new programs/systems quickly is essential

Ability to apply common sense understanding to carry out instructions furnished in written and oral form or via DRH applications

Ability to sit for majority of 8-hour workday; use hands and fingers to handle or feel; reach with hands and arms; talk and hear. Specific vision abilities required by this job include close vision and peripheral vision

The noise level is generally moderate

Education and/or Experience
