Enterprise Data Transformation Manager
Siemens Government Technologies is seeking a dynamic and experienced Enterprise Data Transformation Manager to lead our organization's efforts in advancing data management maturity while championing digital transformation initiatives. The ideal candidate will define and execute a roadmap to move from DAMA-DMBOK Level 1 to Level 3 maturity within 18 months. This includes establishing data governance policies, conducting a comprehensive gap analysis, and supporting business intelligence enablement. The Enterprise Data Transformation Manager will steer a team of cross-functional data stewards and must bring strong project and change management capabilities to the role.
Principal Responsibilities:Strategy Development and Execution: •Define and execute a comprehensive data maturity roadmap aligned with DAMA-DMBOK to advance the organization from Level 1 to Level 3 maturity within 18 months. •Develop and maintain transformation strategies to support improved data governance, integrity, and stewardship.•Identify and implement approaches to break down data silos across departments, enabling more effective data discovery, access, and leverage across the organization.
Data Governance Leadership: •Establish and operationalize data governance frameworks, policies, and processes. •Collaborate with business units and support functions to assign data ownership, define stewardship roles, and ensure accountability. •Lead the execution of a baseline data maturity gap analysis to inform strategic priorities.
Digital Transformation Advocacy: •Act as a change agent to promote enterprise-wide adoption of data-driven practices and technologies.•Identify and recommend tools, platforms, and methodologies to advance the organization's data-centric capabilities.
Stakeholder Engagement and Influence:•Work closely with executive leadership to communicate the vision, roadmap, and value of data maturity initiatives.•Engage and influence cross-functional teams to foster collaboration and alignment on transformation goals.
Change Management:•Develop and implement organizational change management plans to support adoption of new governance practices, tools, and workflows.•Provide enablement resources, training, and hands-on support to stewards and stakeholders.Project Management:•Oversee multiple data transformation projects with clear milestones, deliverables, and KPIs.•Ensure timely delivery, risk management, and alignment with business priorities.
Business Intelligence Enablement:•Collaborate with business and IT leaders to support self-service analytics and enterprise reporting maturity.•Ensure foundational data structures and governance enable effective use of tools such as Power BI, Tableau, or similar platforms.
Performance Measurement and Improvement:•Define metrics to track progress across data maturity, data governance adoption, and BI enablement.•Continuously evaluate and refine approaches based on stakeholder feedback and evolving needs.
Required Experience: •6+ years of experience leading data governance and digital transformation initiatives.•Direct experience in advancing organizational data maturity using recognized frameworks (e.g., DAMA-DMBOK).•Strong change and project management skills, including Agile methodologies.•Proven ability to lead cross-functional teams, especially data stewards.•Excellent communication and stakeholder engagement skills.•Proficiency in data governance tools, BI platforms, and metadata management concepts.
Preferred Qualifications:•Certification in change management (e.g., PROSCI, CCMP, ITIL Practitioner: OCM)•Certification in project management (e.g., PMP, PMP-ACP, PRINCE2)•Bachelor’s degree in business, Information Technology, or a related field.•Experience with Power BI, Tableau, or other data visualization tools.•Background in organizational development, business process improvement, or data architecture.
Location:•Washington. D.C. preferred, potential for remote if qualifications exceed expectations
Security Clearance:•Must be US citizen and have the ability to obtain a federal government security clearance,

An annual incentive target also is part of the compensation package for this position. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
