This position oversees all functions related to utility relocation and installation associated with highway construction projects and permits in District 03, Unit 500, of the Department of Transportation and Development and reports directly to the Assistant District Administrator of Engineering. The incumbent functions independently as the District's expert in utility relocation and is required to frequently consult with and advise utility owners, permittees, consulting engineers, and members of governmental bodies concerning installations on LA DOTD Rights of Way and sometimes for other Entities as required by federal funds. Incumbent must be self-motivated, able to perform duties with minimal supervision, and interpret unforeseen conditions as they arise. The incumbent will participate in appropriate DOTD structured training programs, as appropriate, and attend all continuing education classes and conferences deemed necessary to facilitate the performance of their required tasks. Minimum Qualifications Possession of a high school diploma or GED plus five years of sub-professional engineering experience. SUBSTITUTIONS: Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED. College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted. Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience. Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience. A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience. Possession of an engineer intern certificate will substitute for all of the required experience. SUPPLEMENTAL QUALIFICATION REQUIREMENTS: Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position. The supplemental qualifications for this position are as follows: Three (3) years of engineering technician experience at the advancement journeyman level (ET 4 or above) in utility relocation, utility and/or driveway right of way permits, railroad inspections, and/or field construction inspection work. NOTE: Any college hours or degree must be from an accredited college or university. Job Duties and Other Information Job Duties: + Reviews Preliminary Plans, Plan-in-Hand drawings, and Advanced Check Prints to ensure proposed utility locations do not conflict with construction anticipated by the project. Coordinates with utility owners to ensure that locations identified on the plans, both existing and proposed, are accurate and makes recommendations to utility owners and DOTD District and Headquarters personnel concerning the placement of utilities on the project right of way. + Schedules and conducts meetings and conferences with utility owners, DOTD project personnel and Headquarters representatives, consulting engineers, local government representatives, and other affected parties concerning utility placement and relocation on projects. Provides input and guidance regarding utility placement requirements, funding, time table, specifications, and other technical matters associated with the presence of utilities on the highway right of way. + Coordinates and communicates with all affected parties for the duration of the project to ensure utility relocation is accomplished efficiently and does not interfere with the highway construction project. + Reviews and approves invoices, change orders, and other documents submitted by utility owners, and maintains files and monitors the status of all submittals to ensure timely processing. + Offers technical expertise on utility permit applications to ensure compliance with DOTD guidelines and regulation. + May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
